This role provides enterprise-wide strategic and operational leadership for a workforce engaged in complex electromechanical assembly, propulsion system integration, and the handling, processing, and testing of energetic materials. The Director of EH&S ensures that every operation is executed safely, in full regulatory compliance, and at the pace demanded by Voyager's production ramp.The position reports to the EVP, Operations. This role is onsite based in Denver, CO.Key ResponsibilitiesProvide executive-level leadership and strategic direction for all EH&S functions across multiple manufacturing sites, establishing a zero-incident safety culture that scales with aggressive production rate increases.Own and continuously mature the company's Explosive Safety Program, ensuring all operations involving energetic materials, ordnance, and propellants comply with DoD explosive safety standards (DoD 4145.26), and applicable ATF and BATFE regulations.Lead hazardous materials handling, storage, and emergency response programs for energetic materials, propellants, oxidizers, and specialty chemicals used in aerospace propulsion and ordnance systems.Direct all environmental compliance programs for regulated chemicals.Partner with Manufacturing, Operations, and Engineering leadership to embed EH&S requirements into production processes from the earliest design phase, ensuring safety is an enabler — not a bottleneck — of high-rate production.Lead all facility safety programs including fire protection and suppression systems, building and site safety for explosive-rated facilities.Serve as the primary interface with DoD customers, government safety representatives (GSRs), and regulatory agencies (OSHA, EPA, ATF, state agencies) on all EH&S matters.Build, lead, and develop a high-performing EH&S team across multiple sites, including specialists in explosive safety, industrial hygiene, environmental compliance, and occupational safety.Establish enterprise EH&S metrics, KPIs, and reporting cadences; drive accountability from the shop floor to the executive team; present EH&S performance to the Board and senior leadership.Oversee regulatory permit management including air quality permits, stormwater NPDES permits, hazardous waste generator permits, and explosive licenses/permits across all operating sites.Direct emergency preparedness and response planning for explosive incidents, chemical releases, propellant spills, and other high-consequence events; conduct tabletop exercises and drills with site teams and local emergency responders.Ensure compliance with ITAR, export control requirements, and DoD security requirements as they intersect with EH&S operations and documentation.If your experience aligns with our basic qualifications and you are inspired by our mission, we’d like to connect. Required QualificationsBachelor's degree in Safety Engineering, Environmental Engineering, Chemistry, Industrial Hygiene, or a closely related technical discipline.15+ years of progressive EH&S experience, with at least 5 years in a senior leadership role (Director or above) at a defense, aerospace, or energetics manufacturing organization.Demonstrated expertise in DoD explosive safety programs, including working knowledge of DoD 4145.26, requirements.Hands-on experience managing explosive safety programs for live ordnance, rocket motors, propellants, initiators, or energetic material manufacturing operations.Knowledge of hydrazine (N2H4), monomethylhydrazine (MMH), unsymmetrical dimethylhydrazine (UDMH), and/or other hypergolic propellant safety and environmental compliance requirements.Experience managing environmental compliance programs under RCRA, CERCLA, Clean Air Act, Clean Water Act, and state equivalents in an industrial manufacturing setting.Demonstrated ability to interface directly with government safety representatives (GSRs), OSHA, EPA, ATF, and state regulatory agencies.Proven track record of building and leading multi-site EH&S organizations in high-rate production environments.Certified Safety Professional (CSP) or equivalent professional safety certification.Preferred QualificationsMaster's degree in Safety, Environmental Science, Engineering, or a related field.Certified Industrial Hygienist (CIH) certification.Experience as a DoD Explosive Safety Officer (ESO) or equivalent government/contractor explosive safety role.Active U.S. security clearance or ability to obtain one; ability to support a DoD contractor environment subject to ITAR and export control regulations.Prior experience at a prime defense contractor or aerospace OEM operating under DoD contracts (e.g., FAR/DFARS safety clauses, DD Form 1348 processes).Familiarity with liquid propulsion systems, solid rocket motor handling, and associated ordnance safety requirements.Experience standing up EH&S programs from early operations through full-rate production at a scaling manufacturing company.Working knowledge of ATF and BATFE explosive permit requirements, including Federal Explosives License (FEL) and storage magazine compliance.Experience with process safety management (PSM) under OSHA 29 CFR 1910.119 or EPA Risk Management Program (RMP) for highly hazardous chemicals.Familiarity with DoD acquisition programs, DTC/DTL authorizations, and safety data package requirements for explosive systems.Experience managing EH&S due diligence for mergers, acquisitions, or site expansions.Track record of presenting EH&S programs, performance data, and strategic roadmaps to executive leadership and Boards of Directors.Skills & CompetenciesStrategic Leadership: Ability to set a clear EH&S vision and drive cultural change across a fast-growing, mission-driven manufacturing organization.Explosive Safety Expertise: Deep technical knowledge of explosive safety principles, ESQD analysis, quantity-distance requirements, and ordnance handling procedures.Regulatory Fluency: Expert-level command of OSHA, EPA, DoD, ATF, and state-level EH&S regulations relevant to aerospace and defense manufacturing.Environmental Compliance: Strong background in managing hazardous waste, air emissions, wastewater, and chemical reporting obligations for energetic and propellant operations.Risk Assessment & Management: Ability to identify, quantify, and mitigate EH&S risks across complex, high-consequence manufacturing environments.Cross-Functional Influence: Skilled at building trust and driving alignment with Engineering, Manufacturing, Operations, Legal, and executive stakeholders.Crisis Management: Proven ability to lead emergency response to high-severity incidents involving explosives, propellants, or hazardous chemical releases.Data-Driven Decision Making: Ability to build and leverage EH&S metrics and leading indicators to drive continuous improvement.Team Development: Experience recruiting, developing, and retaining specialized EH&S talent across multiple disciplines and geographic locations.Communication: Executive-level written and verbal communication skills; ability to represent the company with regulatory agencies, customers, and the Board.The good faith base salary rangefor this role is $165,000 -$175,000at the time of this posting. Where you fall within the range depends on your experience, skills, and location. This range reflects base salary only and does not include benefits or bonus/incentive.
