Principal Advisor And Subject Matter ExpertYou will serve as the principal advisor and recognized subject matter expert for Major Defense Acquisition Program-equivalent Adaptive Acquisition Framework requirements.You will serve as a direct liaison to multiple stakeholder organizations across Congressional interest, DoD, Navy, and Industry, both internally and externally, to align priorities and requirements in support of acquisition and contracting plans.You will provide overall management of acquisition review processes, lead development and strategic planning for all acquisition documentation, milestone reviews / program engagements, and all acquisition reporting requirements.You will liaison with service-wide requirements officers, financial and budget analysts in support of program Planning, Programming, Budgeting and Execution.You will lead development and evolution of the program independent cost estimates to inform acquisition documentation and annual budget submissions.You will support comprehensive industrial base assessments considering impacts of surface Fleet schedules, modernization plans and acquisition strategies.You will develop, coordinate, and execute all contracting related milestones, documentation, communications and solicitation requirements.You will support industry engagements, competitive assessments, evaluate opportunities to align objectives across the surface ship modernization portfolio, and conduct market research.Must be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.Your resume must demonstrate at least one year of specialized experience equivalent to the NH-03 pay band (GS-13 equivalency) in the federal service or equivalent experience in the private or public sector applying advanced knowledge of the Adaptive Acquisition Framework, management tools, analytical techniques, and organizational principles to support managing highly complex defense programs for a ship, submarine, carrier, ship system or weapon system.
