Supervisory Librarian (School Support Engagement) This position is located in the District of Columbia Public Library (DCPL). DCPL provides environments that invite reading, learning and community discussion and to equip people with the resources they need to learn all their lives. This position is within Public Services, Youth and Family Services is dedicated to fostering a love of learning, literacy, and community engagement among young people and their families. Through innovative programs, resources, and partnerships, we provide access to educational opportunities that support youth from early childhood through adolescence. The Supervisory Librarian (School Support Engagement) is responsible for developing, managing, and implementing initiatives that foster strong partnerships between the DCPL and local schools, educational organizations, and community groups. This position is key to expanding library services for students, educators, and families, ensuring that schools and libraries are fully aligned to support the academic and informational needs of K-12 students. The Supervisory Librarian (School Support Engagement) works closely with the Director of Youth and Family Services, library staff, teachers, school administrators, and community stakeholders to promote library resources and enhance student learning through outreach, programming, and collaboration. A MESSAGE FROM THE CHIEF OF PUBLIC SERVICES Build and maintain relationships with local school districts, principals, teachers, and administrators to promote DCPL’s educational resources and services. Work collaboratively with school staff to develop and implement strategies that meet the needs of students, educators, and families, ensuring that the library is seen as a vital partner in supporting academic achievement. Program Development and Delivery Design and implement library programs that align with the needs of students and schools, such as school visits, library orientations, homework help, reading initiatives, and after-school programs. Ensure programs address the specific academic and developmental needs of students and are delivered in collaboration with school personnel. Provide resources and assistance to educators by supporting curriculum-based needs. Offer research, books, materials, and digital resources to enhance classroom instruction and enrich students' learning experiences. Develop and maintain specialized collections and tools for educators that align with school curricula and educational standards. Family Engagement and Literacy Promotion Develop initiatives that engage families in supporting students' academic success and foster a love of reading. Promote library programs and services for students and parents, including workshops on homework help, literacy development, and college readiness. Foster family involvement in library events, particularly those related to educational support. Community Outreach and Partnerships Cultivate partnerships with community-based organizations, after-school programs, and other local institutions to extend library services to underserved communities. Coordinate and facilitate community outreach efforts that promote educational and literacy services available at DCPL. Representing DCPL at community events, school functions, and education-focused meetings. Training and Support for School Personnel Provide training, resources, and professional development opportunities for educators and school staff on how to use library resources, including digital tools and educational programs. Help teachers integrate library materials and services into their classrooms, enhancing the learning experience for their students. Evaluation and Reporting Collect data on school outreach activities, program participation, and impact to assess the effectiveness of library-school partnerships. Analyze feedback from students, educators, and community partners to evaluate program success and identify areas for improvement. Prepare and present regular reports on the outcomes of outreach efforts and school-based initiatives. Work closely with other library staff, particularly those in Youth Services and other departments, to ensure cohesive planning and delivery of services. Collaborate on system-wide initiatives and programs, offering expertise on the needs of school-age youth and families. Resource Management Oversee the development and maintenance of resources and materials specifically aimed at school-age youth. Ensure that the library’s programs and collections are relevant, accessible, and aligned with school curricula and educational standards. Perform other related duties as assigned. MINIMUM QUALIFICATION REQUIREMENTS Master’s in Library and Information Science from an accredited college or university Five (5) years of specialized experience doing community outreach, partnering with schools and community organizations, 3 years of which have been at the managerial level managing programs and staff. Expert knowledge of early childhood literacy development, child development principles, and best practices in early literacy education. Professional knowledge of K–12 education systems, curricula, educational technology, digital learning tools, and library resources that support student learning. Strong leadership skills, with the ability to inspire and manage a team of staff and volunteers. Demonstrated strong leadership and supervisory skills, with the ability to inspire, manage, and train staff and volunteers, coordinate complex areas of responsibility, and maintain effective working relationships with agency staff, school administrators, teachers, and community stakeholders. Excellent written and verbal communication skills, with the ability to engage families, caregivers, community partners, and present information clearly in group settings. Demonstrated ability to design innovative and engaging early literacy programs. Proficiently skilled in assessing and evaluating programs and services using qualitative and quantitative methods to drive improvement and demonstrate impact. Strong organizational skills with the ability to manage multiple projects, priorities, and deadlines. Knowledge of agency program goals and objectives, timelines, and interdepartmental relationships within DCPL. Ability to identify, analyze, and report on activities, issues, and problems, and recommend appropriate solutions. Ability to lift 25 pounds and handle library materials in various formats. Frequent travel to schools, community events, and other outreach locations within the District of Columbia. Perform relevant work at the next lower grade level of CS 12 for a minimum of a year, incumbent cannot currently be serving a probationary period - Applicable to district government employees only PREFERRED Advanced Spanish language proficiency or Native Spanish Speaker LICENSES AND CERTIFICATIONS None WORKING CONDITIONS/ENVIRONMENT The work is performed in an office setting and will be required to travel between the DC Public Library’s 26 branch location and applicable schools in the District of Columbia. DISTRICT REFERENCE CHECK All applicants who are current or former District of Columbia Government employees will be subject to a background examination prior to the issuance of a conditional offer of employment. This review will include coordination with District agencies where the applicant is currently or was previously employed. The purpose of this examination is to verify the applicant’s employment standing and determine eligibility for rehire, reassignment, or promotion within the District government. Applicants found not to be in good standing may be deemed ineligible for further consideration. OTHER SIGNIFICANT FACTORS Type of Appointment : Management Supervisory Service (MSS). MSS At-Will Statement : Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Tour of Duty/Schedule : This position primarily works during standard business hours with flexibility to perform duties during evenings and weekends to support operational needs. Department : Public Services | Youth and Family Services Collective Bargaining Unit : This position is not covered under a collective bargaining agreement. Promotion Potential : None Appointed Salary : The selected incumbent will be appointed at the appropriate salary rate of MSS 13. RESIDENCY REQUIREMENT Applicants claiming residency preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment. If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment. EMPLOYMENT BENEFITS Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
