Management Analyst

General Definition Under the direction of the Engineering and Operations Manager, the Management Analyst will be responsible for researching, analysis and making recommendations to solve problems having significant District impact. The Management Analyst performs a wide variety of complex administrative and analytical duties, oversees assigned administrative processes and programs, and other assignments assigned by the Engineering and Operations Manager, depending on the operational needs of the department with significant independence. The incumbent conducts research, analyses, and reports in highly complex areas under general direction, and performs a variety of technical, administrative, and office support functions with minimal supervision. This role creates and maintains reports, records, and files required in connection with department work processes, expected to carry out responsibilities with initiative and creativity, sound professional judgment, problem-solving skills, while adhering to District policy and procedures. Examples of Duties The duties listed below are not intended to be all inclusive but rather serve as illustrations. Conduct complex research and analysis in a variety of areas; prepare written reports, present recommendations, and present information to a variety of audiences; Plan and coordinate projects by organizing and coordinating deadlines and production schedules to carry out project responsibilities; and develop scope, methodology, quality control measures, budget, and schedule. Monitor and analyze proposed legislation and pending changes in state and federal programs and regulations for potential impact; consult with other agencies and internal staff on proposed and current legislation. Perform highly complex process mapping, assess opportunities for efficiency, and recommend modifications; identify potential and required changes to business/operations practices and procedures; assist in analyzing and determining workflow changes; and develop strategies for the transition to new procedures. Plan, develop, implement, and assess residential, commercial, and institutional water conservation programs, projects, and activities; coordinate efforts with staff, outside agencies, and other parties; and assess outcomes and provide recommendations. Gather, enter, maintain, review, and analyze water usage data; conduct water surveys and related studies; develop and recommend water conservation incentives; assist in developing materials and making presentations in support of the District’s educational programs; monitor water conservation program participation and metrics and prepare reports, correspondence, and related documents. Educate customers about water usage, the District’s water rate structure, and water conservation; develop water usage and conservation (e.g., reports, spreadsheets, presentations) content to provide information and other materials for outreach efforts; and attend, participate, and make presentations to community workshops and other events. Assist in managing program schedules, budgets, and external resources; designs and develops and/or oversees the design and development of supporting materials by retained consultants; and coordinate related contracts, agreements, and purchase orders; and develop and maintain related financial records and reports. Confer with representatives from other water agencies, industry associations, landscaping professionals, and manufacturers and vendors of water devices to remain current on new developments in the field of water use efficiency. Perform administrative assignments, projects, and studies involving complex and sensitive issues requiring resolution including but not limited to public outreach and communication and other District communication programs and projects; monitor, review, and analyze policies, procedures, legislation, regulations, and ordinances and advise management about potential impacts to the District; develop new and revised policies to align with current regulations. Coordinate and perform grant facilitation and administration efforts, including evaluating and recommending potential grants to pursue; develop, review, and submit grant applications; manage and administer grants including monitoring grant compliance, tracking timeline and deliverables, and monitoring grant budgets; and serve as District liaison with external grant consultants. Perform other duties as assigned based on operational necessity. District ordinances, Administrative Code, and District policies and procedures. Public records retention, record management practices, and procedures. Principles and practices of water use efficiency and water conservation; program development and administration. Methods of public information, education, outreach, and marketing; principles of communication and public speaking and effective customer service techniques. Municipal and private water systems and water service components; water conservation principles and techniques. Principles and practices of data collection, research methods and techniques, statistical analysis, and applicable quantitative methods. Principles, methods and practices of community outreach and media relations programs. Proper English usage, grammar, and punctuation to prepare business documents and technical reports. Modern office procedures, methods, and equipment, including computers and office software applications. Ability to: Analyze complex administrative, management, financial, systems, budgetary problems; and plan and conduct complex organizational studies to solve problems in policies, procedures, productivity, operations, cost-effectiveness, quality, and space. Analyze systemic organizational problems; coordinate a variety of activities simultaneously with various organizational units and stakeholders. Understand complex data and translate into easily understood terms; and maintain strong attention to detail. Communicate (orally and in writing) to personnel at all organizational levels; prepare clear and concise reports, correspondence, technical documents. Maintain effective working relationships with personnel at all organizational levels; and communicate with individuals from a variety of backgrounds using tact and diplomacy. Assist in the preparation and administration of large complex budgets and administer complex revenue requirement and rate design. Demonstrate competence in areas of critical thinking, analytical skills, and interpersonal relationships. Interpret information and situations and make recommendations in accordance with applicable policies, regulations, and guidelines; and plan and organize work to meet changing priorities and deadlines. Work well under pressure and maintain attention to detail in a multi-project work environment with frequent interruptions and with indirect supervision. Interpret and apply the District Administrative policies and procedures; along with federal, state, and local laws. Learn new software and platforms required in the course of business. Education and Experience Any combination of education and experience to obtain the required knowledge, skills, and abilities referenced above. Graduation from an accredited four-year college or university with a bachelor’s degree in public / business administration, business finance or related field. At least two years of increasingly responsible experience performing professional administration, design, analysis and development of water resources policies and programs. Experience in a public agency is preferred. Licenses and Certificates Maintain a valid California Driver’s License, vehicle, and vehicle insurance with a satisfactory driving record. Working Conditions Occasionally lift and carry materials up to 20 pounds. Duties may require maintaining a physical condition necessary for sitting, kneeling, crouching, standing, walking, twisting, reaching or bending for prolonged period of time.
