Job Description:\n\nBenefits:\n\n 401(k)\n Flexible schedule\n Opportunity for advancement\n Training & development\n Wellness resources\n\nPosition Information\nDepartment: Clinical Services\nEmployment Classification: Independent Contractor (1099)\nReports To:\n\n Clinical Director (or Designee)\nProgram Assignment:\n\n Outpatient Behavioral Health Services (OP) \n Intensive Outpatient Program (IOP) \n Partial Hospitalization Program (PHP) \nPrimary Practice Location:\n\nDelaware\n\nWork Arrangement\n\nClinical Supervisors primarily provide services in person from approved CRHE clinical locations.\n\nSupervisory responsibilities, clinical consultation, and documentation review shall occur on-site unless otherwise authorized by CRHE.\n\nTele-behavioral health services may be provided following approval under CRHE Telehealth Policies and Procedures, Delaware law, applicable payer requirements, and organizational policy.\n\nCompensation\n$35.00 per clinical hour\n\nCompensation is based upon completed billable clinical services and supervisory responsibilities performed in accordance with the Independent Contractor Agreement, CRHE policies and procedures, and applicable payer requirements.\n\nSchedule\n\nThis is a variable-hour independent contractor position.\n\nClinical schedules are established collaboratively based upon:\n\n Contractor availability \n Number of assigned supervisees \n Clinical caseload \n Program assignment \n Organizational priorities \n Referral volume \nClinical Supervisors maintain a reduced clinical caseload to allow sufficient time for supervision, documentation review, consultation, staff development, and quality improvement activities.\n\nAbout CRHE\n\nThe Center for Research & Health Equity (CRHE) is an integrated behavioral healthcare organization dedicated to expanding equitable access to comprehensive mental health, substance use disorder, and co-occurring disorder treatment. development, and continuous quality improvement.\n\nPosition Summary\n\nThe Clinical Supervisor provides clinical leadership, supervision, consultation, and professional mentorship to Counselor I staff, Counselor II staff, Graduate Practicum Students, and provisionally licensed clinicians while maintaining a reduced direct clinical caseload.\n\nThe Clinical Supervisor promotes high-quality, evidence-based behavioral healthcare by ensuring clinical services are delivered in accordance with CRHE policies, Delaware Division of Substance Abuse and Mental Health (DSAMH) regulations, applicable licensing standards, and professional ethical principles.\n\nThe Clinical Supervisor serves as a clinical resource to the interdisciplinary treatment team by supporting diagnostic formulation, treatment planning, crisis consultation, documentation quality, professional development, and implementation of evidence-based practices.\n\nRegulatory Classification\n\nThis position is established in accordance with applicable Delaware Division of Substance Abuse and Mental Health (DSAMH) regulations governing Clinical Supervisors within licensed substance use disorder treatment facilities.\n\nCRHE hiring standards exceed the minimum DSAMH qualifications based upon the complexity of integrated behavioral healthcare services provided and the organization's commitment to workforce excellence.\n\nEssential Functions\n\nThe Clinical Supervisor provides direct supervision, consultation, leadership, and clinical services.\n\nPrimary responsibilities include, but are not limited to:\nClinical Supervision\n\n Provide a minimum of one (1) hour of face-to-face clinical supervision per week for each assigned Counselor I and Counselor II, consistent with CRHE policy and DSAMH regulations. \n Provide supervision to Graduate Practicum Students in accordance with university affiliation agreements and CRHE policies. \n Provide supervision to provisionally licensed clinicians when approved by CRHE. \n Promote development of clinical reasoning, ethical decision-making, and professional identity. \n Review challenging clinical cases and provide treatment recommendations. \n Monitor professional development goals for assigned supervisees. \n\nClinical Leadership\n\n Serve as a clinical resource for interdisciplinary staff. \n Facilitate case consultation meetings. \n Assist with diagnostic clarification. \n Support treatment planning. \n Provide consultation regarding crisis intervention and risk management. \n Promote implementation of evidence-based behavioral health practices. \n Assist leadership with clinical program development. \n\nDocumentation Review\n\nReview documentation completed by supervised clinicians for:\n\n Clinical accuracy \n Completeness \n Medical necessity \n Regulatory compliance \n Documentation quality \n Professional writing \nProvide timely feedback and corrective guidance as appropriate.\n\nDocumentation review activities shall be maintained in accordance with DSAMH regulations and CRHE policy.\n\nDirect Clinical Services\n\nMaintain a reduced clinical caseload providing:\n\n Comprehensive biopsychosocial assessments \n Individual psychotherapy \n Family therapy \n Couples therapy \n Group psychotherapy \n Crisis intervention \n Treatment planning \n Care coordination \n Discharge planning \nClinical caseload expectations shall reflect supervisory responsibilities and organizational priorities.\n\nIntegrated Behavioral Healthcare\n\nCollaborate with:\n\n Licensed Clinicians \n Counselor I staff \n Counselor II staff \n Psychiatric Mental Health Nurse Practitioners \n Case Managers \n Peer Recovery Specialists \n Primary Care Providers \n Hospitals \n Community Behavioral Health Providers \n Referral Partners \nto ensure coordinated, recovery-oriented behavioral healthcare.\n\nQuality Improvement\n\nParticipate in:\n\n Clinical quality improvement initiatives \n Chart audits \n Documentation review \n Policy implementation \n Clinical education \n Staff mentoring \n Performance improvement activities \n Program evaluation \nSupport implementation of organizational quality standards.\n\nDocumentation Responsibilities\n\nThe Clinical Supervisor is responsible for maintaining accurate, timely, and clinically appropriate documentation including:\n\n Clinical supervision documentation. \n Documentation review records. \n Progress notes. \n Treatment plans. \n Clinical consultation notes. \n Performance feedback. \n Corrective action documentation, when applicable. \n Quality improvement activities. \n Clinical correspondence. \n Direct service documentation. \n Other documentation required by CRHE and applicable regulatory agencies. \n\nCaseload Expectations\n\nClinical Supervisors maintain a reduced clinical caseload in recognition of supervisory responsibilities.\n\nCaseload expectations are determined based upon:\n\n Number of assigned supervisees. \n Clinical complexity. \n Program assignment. \n Organizational priorities. \n Referral volume. \n Quality improvement responsibilities. \nClinical supervision responsibilities shall take priority when necessary to maintain compliance with CRHE policy and applicable DSAMH regulations.\n\nQuality Improvement & Compliance\n\nClinical Supervisors are expected to:\n\n Ensure supervisees comply with CRHE policies and procedures. \n Monitor clinical documentation quality. \n Participate in peer review activities. \n Support accreditation and regulatory readiness. \n Promote ethical practice. \n Report critical incidents and client safety concerns. \n Participate in leadership meetings. \n Maintain compliance with Delaware law, DSAMH regulations, and applicable professional standards. \n\nMinimum Qualifications\nDSAMH Regulatory Requirements\n\nApplicants shall meet at least one of the following requirements:\n\n A Bachelor's degree from an accredited college or university with a major in chemical dependency, psychology, social work, counseling, nursing, or another related field and current certification as a Certified Alcohol and Drug Counselor (CADC) or Certified Co-Occurring Disorders Professional (CCDP) in the State of Delaware or through a nationally recognized addictions credentialing organization; or \n A Bachelor's degree from an accredited college or university with a major in chemical dependency, psychology, social work, counseling, nursing, or another related field and a minimum of five (5) years of documented clinical experience in the substance use disorder treatment field. \n\nPreferred Qualifications\nCRHE Hiring Preferences\n\nCRHE strongly prefers applicants who possess:\n\n Master's degree from an accredited college or university in: \n \n Clinical Mental Health Counseling \n Counseling \n Social Work \n Marriage and Family Therapy \n or another related behavioral health discipline. \n \n Current provisional or independent professional licensure in Delaware as an LPCMH or LCSW (independent licensure preferred). \n Current certification as a Certified Alcohol and Drug Counselor (CADC) or Certified Co-Occurring Disorders Professional (CCDP) through the Delaware Certification Board or another nationally recognized credentialing organization. \n Minimum of seven (7) years of progressively responsible clinical experience treating adults with substance use disorders and co-occurring mental health disorders. \n Demonstrated experience providing clinical supervision, mentoring, or training. \n Working knowledge of the American Society of Addiction Medicine (ASAM) Criteria. \n Experience facilitating interdisciplinary treatment team meetings. \n Experience utilizing electronic health record systems. \n Pennsylvania licensure preferred for future organizational expansion. \n\nKnowledge, Skills & Abilities\nClinical Knowledge\n\n Advanced behavioral
