Civil Engineer (Cost/Schedule Focused)

Job Description General Civil Engineer (Hybrid) in the Central Civil Works Department. The role focuses on designing and managing flood risk management systems, including locks, dams, floodwalls, navigation floodgates, stormwater pumping stations, outfalls, spillways, and ecosystem restoration. The position works on federal projects for agencies such as USACE, USIBWC, FEMA, NRCS, etc., and collaborates with a multi‑disciplinary team across the nation and world. Responsibilities Design: Develop quantities, plans, specifications, cost estimates, construction schedules, technical reports and other project documents, applying standard techniques and advanced construction methods. Construction Cost Estimate and Schedule: Perform quantity takeoffs, pricing, indirect cost modeling, escalation calculations and total project cost rollups using MII/MCACES, Primavera and other tools. Collaborate: Coordinate with multiple disciplines on projects ranging from small to mega‑scale to determine the best civil design. Deliver Quality: Oversee and review work produced by others, and enforce quality control measures to ensure timely and accurate results. Explore and Harness: Seek opportunities to innovate and trial new methods, remaining inquisitive and forward‑thinking. Perform peer reviews and conduct on‑site inspections of active construction sites to examine field conditions, ongoing construction, and as‑built conditions. Assist with proposals, presentations, and design charrettes as needed. Qualifications Bachelor’s degree in civil engineering or related field and 4 years of relevant experience or equivalent. Professional Engineer license in one U.S. state; ability to obtain additional state licenses via reciprocity. NCEES profile is a plus. Experience with Bentley OpenRoads or AutoCAD Civil 3D. Valid driver’s license. Preferred Qualifications Design experience in flood risk management projects. Strong communication skills with colleagues, contractors, and clients. Understanding of design and construction requirements for dams, locks, levees, channels, rivers, and sediment control features. Experience working on federal projects for agencies such as USACE, USIBWC, FEMA, NRCS. Experience with MII/MCACES software or Excel‑based estimating platforms. Experience with Primavera or Microsoft Project. Additional Information Sponsorship is not available. Relocation is not available. Compensation USD 75,000 – 130,000 per year.
