Summary About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. RRAD is near the corners of 4 states - Arkansas, Louisiana, Oklahoma and Texas. Analyze and review documentation procedures and controls, files, directives, forms, records control and disposal procedures. Plan, develop, and conduct program analyses of interrelated programs with closely related administrative and technical, scientific, or professional functions and operations. Develop, maintain, and monitor integrated reporting system(s) affecting programs with interrelated functions and operations. Review and interpret new and established directives, instructions, regulations, etc., and delegations of authority for potential impact on program objective operating policies, work operations, and progress. Perform as the Depot Program Manager in an Army Working Capital Fund Installation of a specific Army-wide programs. Specialized Experience: One year of specialized experience which includes 1) Preparing program reports to present to management; 2) Providing recommendations to management officials on controversial issues, management policies, or procedures; and 3) Conducting program surveys to ensure the organizational goals are met. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
