Additional Benefits include: * Retirement options for hybrid pension/401(k) or 401(k) only with a 10% contribution * Medical coverage, including a 100% county-paid premium option * Dental and Vision coverage, including coverage for adult designees * Health Savings account with a county contribution up to $1200/year, Flexible Spending Account * 100% county-paid Long-Term Disability and Short-Term Disability option * Professional Development * Plus: Onsite medical clinic and gym; hospital insurance, pet insurance, auto and home insurance, and discounts at County facilities JOB SUMMARYUnder the supervision of the Director of the Regional Planning and Transportation Division (RPT), responsible for (i) supporting and administering the CountCounty'ssportation programs, including planning, funding, and infrastructure for a regional, multi-modal transportation system.; (ii) collaborating with Salt Lake County agencies and other stakeholders to meet multi-modal and active transportation goals; (iii) managing the Salt Lake County Corridor Preservation Fund, the Salt Lake County 4th Quarter fund, and the COG Public Works Committee; and (iv) working to support and promote corridor preservation, transportation goals, and other needs of municipalities and regional partners such as Wasatch Front Regional Council (WFRC), Utah Department of Transportation (UDOT), and Utah Transit Authority (UTA). MINIMUM QUALIFICATIONS A bachelor's degree in urban planning, public administration, or related field plus two (2) years of related experience in land use planning, regional transportation planning, public transit planning, administration, transportation engineering, or operations OR equivalent combination of related education and experience.A valid driver's license issued by the State of Utah may be required to operate a vehicle.Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements. ESSENTIAL FUNCTIONS * Administer the Salt Lake County Corridor Preservation Fund, the Salt Lake County 4th Quarter Fund, and the COG Public Works Committee, including prioritizing projects for consideration by the County Council. * Coordinate the process for distributing available Corridor Preservation and 4th Quarter funding, including monitoring the available funding amount and creating and overseeing any applicable application process. * Manage the COG Public Works Committee, including facilitating application review, ranking and analyzing applications, and managing the process of obtaining funding recommendations and approvals from policymakers outlined in state statute. * Assist the RPT Director in distributing other available transportation funding for multi-modal transportation projects. * Participate in external engagement activities with public agencies working on transportation issues (WFRC, UDOT, UTA, and others) and maintain strong working relationships between Salt Lake County and partner agencies. * Attend external project-based committee meetings and provide written or oral meeting summaries to the County Mayor's Office and the Office of Regional Development (ORD) management. * Apply critical analysis to reports to leadership, identifying potential issues and key information. * Track and report to appropriate leadership deadlines for official responses to transportation projects and processes. * Support the management and stewardship of County-owned and managed roads, trails, and other transportation infrastructure and facilities in unincorporated areas of Salt Lake County, in coordination with the Engineering Division managing SLCo projects. * Support the management of major County-led and external transportation planning and capital projects, including coordination with the Canyons Program Manager on transportation planning and improvements in the Wasatch and Oquirrh canyons. * Collaborate with the RPT Director to review external transportation-related documents and studies (Environmental Impact Studies, grant support letters, and other documents) and provide comments and/or recommendations on behalf of the County as needed, and draft written response letters and other communications as required by various regional and unincorporated projects or plans. * Support ORD management in tracking state and federal legislation relating to transportation planning, funding, and capital improvements. * Conduct project field visits as needed and provide written analysis and assessment. * Coordinate the monitoring and annual audit of transportation funding allocated to jurisdictions from various sources to determine project performance and progress in coordination with ORD fiscal staff and process reimbursement payments for municipalities as outlined in Countywide Policy 1062. Work with the RPT Director and the County Mayor's Office to evaluate grant funding opportunities and to prepare funding applications for selected grant programs. KNOWLEDGE, SKILLS, AND ABILITIES (KSA) Knowledge of: * Principles of transportation and land use planning theory, including integration/connectivity and active/sustainable transportation * Methods, practices, and procedures involved in understanding the political context of local government, regional transportation planning, and multi-modal transportation planning and policy development * Public participation/involvement/outreach/decision-making in the transportation arena * Project Management - planning, organizing, and managing projects * Local, regional, state, and federal agencies and organizations having transportation planning and funding responsibilities (for example, Metropolitan Planning Organizations (WFRC/MAG); FHWA, Utah State Legislature, UDOT, UTA, USDOT, FTA) * Professional ethics in the public service realm Skills and Abilities to: * Apply general transportation and land use planning principles to specific conditions * Demonstrate strong organizational, oral, and written communication skills, including technical writing and writing for the public * Ability to work independently with general supervision * Strong analytical and quantitative skills required, including proficiency in MS Office Suite (Word, Excel, PowerPoint) * Ability to collect, compile, and analyze material/data and present it to a variety of different audiences in a variety of formats * Organize and track multiple assignments, meeting all required deadlines; ability to manage assigned projects from concept to completion * Staff a variety of meetings, including coordination of jurisdictional representatives, preparation of agendas, and summarizing of meeting content * Work with elected officials in a professional manner * Conduct research necessary to directly support responsibilities for regional transportation studies and/or projects * Perform effectively in highly stressful situations; possess strong problem resolution and mediation skills * Read and interpret written laws, policies, regulations, and procedures * Apply critical thinking and analysis skills to projects and problem-solving * Collaborate and coordinate with multiple departments, professionals, and stakeholders promptly * Relate to individuals from diverse social and economic backgrounds Additional Information WORKING CONDITIONS AND PHYSICAL REQUIREMENTS Work is performed in a typical office setting, with occasional field work required. Periodic attendance at evening or weekend meetings is also required.
