The primary purpose of this position is: To provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). In addition, performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years.

Help

1. Designs, implements, and reviews activity plans.
2. Observes and evaluates each child's health and development and reports on and maintains recordsof observations.
3. Prepares and implements specialized programs for children with special needs, i.e., children withdisciplinaryproblems, learning disabilities, or gifted children.
4. Provides technical guidance and leadership to junior employees assigned to assist with programactivities andparticipates in special projects.

• This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
• This is TERM position NTE - 4 -years

Qualifications

This is a Term position NTE (5 YEARS); the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards Clerical and Administrative Support Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes directing comprehensive child development operations by leveraging an extensive mastery of program rules and procedures to plan, execute, and oversee interrelated childcare assignments and resolve complex operational challenges; designing and executing specialized, developmentally appropriate activity plans by applying advanced early child development theories, methodologies, and practices tailored to meet the physical, intellectual, social, and nutritional needs of individual children; maintaining operational integrity by administering Child Development Center safety and accountability protocols, guaranteeing strict compliance with child accounting procedures (reception, tracking, and release) and the immediate execution of prevention, treatment, and reporting protocols for injuries, illness, or suspected abuse.

EDUCATION: EDUCATION: Successful completion 4-years of education above the high school level, in any field for which high school graduation or the equivalent is the normal prerequisite, obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: you must submit a copy of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of post high-school education in excess of the first 60 semester hours (i.e., beyond the second year) and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge of Child Development regulations, procedures, and processes.
• Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.
• Knowledge of Child Development Center regulations, programs, and operations.
• Ability to develop creative and innovative activity and special program plans.
• Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing.
• Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
