Ironclad Defense Works is seeking three NATO Military Partnerships Analysts to support the Partnerships Branch at NATO Allied Command Transformation in Norfolk, Virginia. The team will support NATO’s military partnerships objectives through international engagement, policy and concept development, capability development, interoperability, defense planning, and implementation of NATO partnership frameworks. All three positions will contribute to the Partnerships Branch’s coordination and battle rhythm, support engagement across HQ SACT, ACO/SHAPE, NATO Headquarters, Partner Nations, and international organizations, and develop high-quality staff products for senior military and civilian decision-makers. Each candidate will also serve in a distinct functional area based on their professional background and expertise. Key Responsibilities
This position will focus on strengthening Partner Nation military capabilities and interoperability with NATO. The analyst will work with NATO capability-development stakeholders, Partner Nations, ACO/SHAPE, NATO Headquarters, and subject matter experts to identify capability gaps, support modernization, and increase Partner participation in NATO capability-development and innovation activities.
Specific responsibilities include:
Role 2 — Partnerships Strategy, Concept Development, Policy & Analysis Analyst
This position will focus on the strategic and policy dimensions of NATO military partnerships. The analyst will help shape longer-term partnership concepts, assess geopolitical and regional developments, integrate Partner perspectives into NATO transformation activities, and provide strategic advice to ACT stakeholders.
Specific responsibilities include:
Role 3 — Defense Planning Integration & Partnership Framework Analyst
This position will focus specifically on long-term defense planning and implementation of NATO partnership frameworks. The successful candidate must be a defense planner rather than an operational planner, with experience supporting the development, acquisition, modernization, and structuring of future military capabilities.

Compensation for this position ranges from $120,000 - $145,000 annually. Final salary will be based on factors such as experience, education, skills, qualifications, location, contract requirements, and overall affordability. - Responsibilities shared across all three positions include:
- Support NATO military partnership activities, outputs, coordination requirements, and recurring Branch activities.
- Coordinate partnership-related work across HQ SACT Directorates and Branches, ACO/SHAPE, NATO Headquarters, Partner Nations, and international organizations.
- Develop briefings, point papers, speaking notes, reports, decision-support products, and other staff materials for senior officers and decision-makers.
- Support the development, review, refinement, and implementation of policies, directives, concepts, processes, and procedures related to NATO military partnerships.
- Identify, coordinate, and track ACT exercises, experiments, training, education, Programs of Work, and other opportunities available to Partner Nations.
- Maintain knowledge-management products, lessons identified, document traceability, corporate memory, and quality-assurance mechanisms.
- Ensure partnership activities and information sharing comply with applicable NATO security, releasability, and information-management requirements.
- Prepare and support Key Leader Engagements, including background papers, engagement strategies, read-ahead materials, talking points, reports, and follow-up actions.
- Participate in meetings, workshops, conferences, exercises, and other multinational engagements.
This position will focus on strengthening Partner Nation military capabilities and interoperability with NATO. The analyst will work with NATO capability-development stakeholders, Partner Nations, ACO/SHAPE, NATO Headquarters, and subject matter experts to identify capability gaps, support modernization, and increase Partner participation in NATO capability-development and innovation activities.
Specific responsibilities include:
- Support Partner capability development and NATO-Partner cooperation.
- Integrate NATO capability-development approaches into Partner activities.
- Support alignment with the NATO Defense Planning Process, NATO standardization, interoperability requirements, and applicable doctrine.
- Contribute to Partner capability plans, Individually Tailored Partnership Program, Defense Capacity Building packages, and related partnership tools.
- Analyze Partner capability requirements and gaps using DOTMLPFI, experimentation, wargaming, exercises, concepts, and lessons learned.
- Promote Partner interoperability through mechanisms such as CWIX, Federated Mission Networking, data-sharing architectures, and standards development.
- Support Partner participation in NATO capability development, innovation, experimentation, Multi-Domain Operations, modeling and simulation, training, and technology exploitation.
- Provide analysis on emerging capability areas including space, cyberspace, digital transformation, and future military technologies.
- Develop improved tools, information-sharing mechanisms, and processes supporting the Partnerships Branch.
Role 2 — Partnerships Strategy, Concept Development, Policy & Analysis Analyst
This position will focus on the strategic and policy dimensions of NATO military partnerships. The analyst will help shape longer-term partnership concepts, assess geopolitical and regional developments, integrate Partner perspectives into NATO transformation activities, and provide strategic advice to ACT stakeholders.
Specific responsibilities include:
- Analyze the strategic value, scope, risks, and opportunities associated with NATO military partnerships.
- Identify opportunities for Partner engagement across ACT programs and activities.
- Draft policies, directives, concepts, reports, studies, and military advice related to NATO partnerships.
- Support longer-term development of NATO military partnerships and their relationship to defense policy, cooperative programs, and transformation priorities.
- Lead or support partnership-related concept development and experimentation.
- Support development of strategic engagement and “out-partnering” concepts.
- Integrate Partner perspectives into long-term military transformation, strategic foresight, future force design, red teaming, wargaming, and Long-Term Military Strategic Shaping.
- Identify exercises, experiments, studies, training events, and other ACT activities appropriate for Partner engagement.
- Capture lessons learned, engagement outcomes, decision points, recurring requirements, and continuity products.
- Conduct geopolitical, regional, and strategic analysis of Partner Nations and partnership frameworks to support senior-leader decision-making.
Role 3 — Defense Planning Integration & Partnership Framework Analyst
This position will focus specifically on long-term defense planning and implementation of NATO partnership frameworks. The successful candidate must be a defense planner rather than an operational planner, with experience supporting the development, acquisition, modernization, and structuring of future military capabilities.
Specific responsibilities include:
- Serve as lead staff support for military integration of Individually Tailored Partnership Program (ITPPs) and Planning and Review Process (PARP) activities within ACT.
- Coordinate with NATO Headquarters, ACO/SHAPE, Partner Nations, and HQ SACT stakeholders.
- Support all stages of the ITPP process through military advice, staff coordination, assessments, documentation, and preparation for bilateral and multilateral engagements.
- Connect ACT warfare-development and transformation activities to ITPPs, PARP, Defense Capacity Building, Partnership Goals, and related NATO mechanisms.
- Analyze NATO policy, defense-planning guidance, military-strategic work, and NATO Defense Planning Process developments.
- Support multi-cycle Partner modernization and medium-term transformation planning.
- Identify Partner capability and interoperability gaps relevant to NATO defense planning.
- Contribute to NATO Headquarters assessments, progress reviews, and partnership-framework products.
- Coordinate information sharing involving Partner capability development, defense planning, standards harmonization, and implementation progress.
- Monitor NATO defense-planning policies, NDPP developments, partnership-framework changes, and political-military guidance.
- Conduct geopolitical, regional, and strategic analysis of assigned Partner Nations.
Candidates for all three positions must demonstrate:
- Postgraduate degree, master’s or higher, in International Relations, International Security, International Development, Military Studies, Foreign Policy, Public Affairs, Political Science, or a related discipline; or attendance at a NATO or national military staff college at OF-3 level or higher.
- Professional experience in foreign or international security, international cooperation, defense, or military affairs.
- Experience working within the NATO Enterprise is preferred; relevant experience may also come from another international organization in a defense or security role or from a national mission, delegation, or embassy to an international organization.
- Working knowledge of one or more of the following:
- NATO Partnerships
- Security-sector reform
- Defense and security capacity building
- Defense planning
- Military capability development
- Military applications of Operations Research
- Demonstrated experience drafting materials for and/or briefing senior leaders and decision-makers, including Flag/General Officers or civilian equivalents.
- Direct experience supporting NATO Allied Command Transformation, Allied Command Operations, NATO Headquarters, or another NATO organization.
- Knowledge of NATO partnership policies, structures, and engagement mechanisms.
- Experience working directly with Partner Nations.
- Strong professional staff-writing and senior-level briefing experience.
- Experience developing NATO policy, concepts, assessments, or decision-support products.
- Familiarity with NATO security, releasability, and information-management requirements.
- Experience supporting multinational military or political-military engagements.
- Prior experience with one or more of the specialized functional areas described above.
