It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.Description of WorkA Sign-on bonus of $14,500 may be offered to the successful applicant(s) of this posting, contingent on the 2025-2026 Budget Approval.Eligibility for Sign-on Bonus: To qualify for the Sign-on Bonus, a newly hired permanent full-time or permanent part-time employee must work 30 to 40 hours per week to be eligible. Those who are eligible and working less than 40 hours a week will receive a prorated rate. An employee is not eligible for a sign-on bonus if: · The employee has held a position in the North Carolina State government, including the judicial system, or the University of North Carolina system, within the last 12 months (the employee shall remain ineligible for 12 months from the separation date).· The employee has previously received a sign-on bonus from any State agency.· DHHS has paid any contract placement or recruitment fees. We are seeking a passionate, skilled leader to manage and grow statewide DeafBlind programs as the DeafBlind Services Manager!As DeafBlind Services Manager, you will develop and oversee essential services—including the Support Service Provider (SSP) program, CoNavigator initiatives, the iCanConnect (iCC) program, and other statewide supports that promote communication access, independence, and equal opportunity. This role offers the chance to shape policy, lead a talented team, collaborate with state and federal partners, and advocate for individuals facing critical access barriers. You will do the following:Lead and supervise the DeafBlind Services team, including SSP, CoNavigator, and iCanConnect program staffBuild, implement, and continually improve statewide DeafBlind programs and service models Oversee contracts, budgets, policies, compliance documentation, and regulatory requirements (ADA, CVAA, FCC rules)Develop and enhance partnerships with schools, state agencies, community programs, and advocacy groupsProvide training on DeafBlind communication methods (including tactile communication) and support outreach efforts statewideServe as a subject matter expert advocating for DeafBlind individuals and familiesYour leadership will directly expand access, remove barriers, and support independence for DeafBlind North Carolinians across all 100 counties.
