Quality Control ManagerThe Quality Control Manager (QCM) is responsible for the overall administration, implementation, and continuous execution of the Contractor Quality Control (CQC) Program for complex U.S. Army Corps of Engineers (USACE) and Defense Health Agency (DHA) healthcare construction projects. The QCM serves as the Contractor's primary authority for quality management and is accountable for ensuring all work complies with contract requirements, approved submittals, project specifications, applicable codes and standards, and USACE quality management procedures.This position shall have overall responsibility for the contractor's quality control management program to include maintaining and overseeing the quality control management program for entire contract.Primary Job FunctionsDirect and administer the Contractor Quality Control (CQC) Program in accordance with USACE contract requirements and project-specific Quality Control Plans.Ensure strict compliance with contract drawings, specifications, UFC criteria, EM 385-1-1, applicable NFPA, ICC, ASHRAE, NEC, and healthcare regulatory requirements.Lead Preparatory, Initial, and Follow-Up Control Phase Meetings for all definable features of work.Verify construction activities comply with approved submittals, design intent, manufacturer requirements, and contract documents before work proceeds.Develop and maintain comprehensive quality documentation, including daily QC reports, testing records, inspection reports, deficiency logs, corrective actions, and turnover documentation.Coordinate all third-party inspections, commissioning activities, testing, balancing, and validation efforts required by the contract.Manage submittal compliance, ensuring materials, equipment, and systems receive required Government approvals before installation.Lead quality planning activities with project management, superintendents, subcontractors, designers, and commissioning personnel.Identify quality risks early and implement corrective actions before they affect schedule, cost, or Government acceptance.Monitor construction progress to ensure quality objectives support milestone completion, beneficial occupancy, and final acceptance.Coordinate directly with Government Quality Assurance personnel to resolve quality concerns quickly and professionally.Mentor field staff and subcontractors regarding USACE quality management expectations and contractual compliance.Education, Experience and CertificationRequired/Preferred Education Level: Required Associate Degree related degree.Required/Preferred Years of Experience: Required 5 years. Must have experience executing a quality management program through the USACE RMS Resident Management System or NAVFAC ECMS systems. Experience in preparing and enforcing quality management programs (QMS) on contracts of similar size, scope and complexity. Experience working on DHA or USACE projects in active military medical facilities.Required/Preferred License/Certification: Required Certification: OSHA 30 Certification, USACE CQMC Certification, First Aid/CPR.Knowledge, Skills, and AbilitiesInterpret complex contract documents, specifications, and construction drawings.Manage multiple subcontractors while maintaining strict contractual compliance.Lead Government quality meetings with confidence and professionalism.Identify contractual risk before it impacts project execution.Develop practical corrective action plans.Resolve quality issues through collaboration while protecting contractual interests.Maintain detailed documentation suitable for Government audits.Communicate effectively with Contracting Officers, Resident Engineers, designers, commissioning agents, and senior executives.Analyze technical problems involving multiple building systems.Prioritize quality activities within demanding project schedules.Produce clear, concise, and technically accurate written correspondence.Knowledge of OSHA safety regulations and PPE proceduresAbility to conduct accident investigations and safety inspectionsStrong written and oral communication skillsExtensive knowledge of 3-Phases of Control (Preparatory, Initial, and Follow-up).Ability to maintain, update, and work in RMS is required.Knowledge of Procore and Bluebeam is preferred.Ability to work in Microsoft Office applications (Word, Excel, Teams, Sharepoint, Outlook, and Powerpoint) is required.Knowledge of RFID control and planning on equipment for Government record keeping purposes.Travel RequirementsWhat percentage of their role do they have to leave their base location?
