Ocean Career: NOAA Supervisory Marine Biologist This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14. Duties As a Supervisory Marine Biologist, you will perform the following duties: Supervise, lead, and manage staff through guidance, motivation, mentoring, outreach, innovation, vision and example. Oversee Program operations, including setting management measures or providing management-relevant scientific information, establishing research priorities, managing Program budgets, and developing staffing plans. Oversee implementation of work under relevant statutes including the Magnuson Stevens Act, Endangered Species Act, Marine Mammal Protection Act, Coral Reef Conservation Act, and other relevant laws. Serve on international, domestic, and agency delegations, committees and working groups to provide management advice and scientific information and to share related issues and results. Collaborate with a variety of communities, government representatives, tribal representatives, non-governmental organizations, academia, and the scientific community on fisheries management and protected species. Prepare and disseminate management relevant reports, information products, analytical tools, data visualization products and presentations. Carry out research projects specific to the priority requirements of the Program. Determine research methodologies, plan and conduct surveys, analyze and interpret data, and publish research findings. Such study may involve a variety of survey and study approaches, including incorporation of existing or emerging advanced technologies.

POSITION REQUIREMENTS:

This position requires the operation of a Federal motor vehicle. The incumbent must be able to obtain and maintain a valid state driver’s license to operate a government vehicle in completion of assigned tasks (i.e., site visits, field research, etc.) This position may require regular travel to fisheries management meetings, research sites, and performance of duties onboard a vessel. EDUCATION:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in above, plus appropriate experience or additional education. Specialized experience: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the ZP-4 or GS-13 level: Specialized experience: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Participating in a project related to assessment, conservation or management of living marine resources; Utilizing data or methods for understanding living marine resources, population structure, abundance, demographics, or threats; and Participating in program or project management activities such as assigning work, setting priorities, reviewing or evaluating work.
