Head of Property Management

BIA Group is active in the sales, rentals and after-sales services of equipment intended for public works, mines, quarries and transport. The Group operates in Europe, Africa and Asia and has more than 1500 enthusiastic employees.
The candidate will be responsible for the management of the company's real estate assets and the planning, management and monitoring of Facilities activities for all BIA Group sites.
Responsibilities
- Participate with the general management in defining the strategy of development of the heritage, ensuring the economic profitability of the operations.
- Define the real estate investment/disinvestment policy, as well as the group's rental policy, if applicable.
- Manage its operational implementation.
- Carry out audits of real estate portfolios.
- Control the standards and regulations (technical, environmental, legal, etc.) and enact the group standards which are essential in the real estate field.
- Advise management on acquisitions, disposals and leases.
- Support occupants on the organization of the sites.
- Carry out a tax and legal monitoring of the "Assets".
- Distribute the human and financial resources to meet the needs of the occupants and the obligations related to the lease.
- Supervise, animate, supervise the "local facility" management activity, technicians and experts.
- Supervise and coordinate the activity of service providers by ensuring compliance with the specifications in terms of quality, cost and deadlines.
- Monitor investment and maintenance expenses and reporting.
- Establish provisional budgets.
- Produce and update all data on the state of real estate assets.
- Master the tax and legal provisions in force (urban planning permits, land use plan, derogations, permit instructions, etc.).
- Manage acquisitions/disposals, renovation/maintenance and upgrading of assets (legal and technical).
- Coordinate lease‑taking activities (search for premises, management of leases, payment of rents and charges, etc.).
- Plan and lead operations to redevelop/move site workspaces.
- Participate in the development of new programs (new works, rehabilitation, maintenance, acquisitions, etc.).
- Manage operations from design to site acceptance (cost estimate, launch of calls for tenders, choice of service providers, drafting of specifications, compliance with group standards, etc.).
- Manage the follow‑up of the execution of the service providers (deadline, price, quality).
- Help develop the site maintenance plan (preventive and curative maintenance, FM services), contract management and budget compliance.
- Study the outsourcing of services (reduction of Head Count).
Qualifications
- Minimum Bachelor's degree (or equivalent) in real estate, property management, or a related field.
- At least 5 years of experience in property management or real estate management, with prior exposure to operations in Africa highly valued.
- Strong knowledge of real estate law, commercial leases, co‑ownership, and rental management.
- Rigorous, autonomous, and excellent interpersonal skills.
- Service‑oriented, responsive, and proactive in real estate matters.
- Strong command of technical, financial, and legal aspects of property management.
- Skilled in developing management tools and producing accurate reports.
- Capable of negotiating and managing external service providers.
