Chief Program Officer

Boyer Children's Clinic is seeking an experienced, collaborative, and forward-thinking Chief Program Officer (CPO) to provide strategic leadership across our multidisciplinary programs serving young children and their families. The CPO oversees programs comprising approximately 100 employees with an annual budget of approximately $11 million in government and insurance revenue. Working closely with the CEO, Senior Leadership Team, program managers, and supervisors, the CPO ensures Boyer’s programs are effective, financially sustainable, compliant, and responsive to the evolving needs of our community. This role serves as an important bridge among program teams, administration, finance, government agencies, community partners, and the children and families Boyer serves. This is an exciting opportunity for a relational and strategic leader to strengthen Boyer’s existing programs while helping expand our continuum of care, including infant and early childhood mental health services and other early childhood programming. What You’ll Lead Program strategy and service delivery Provide leadership, mentorship, and strategic direction across Boyer’s programs. Direct program delivery in alignment with organizational goals, service standards, contractual requirements, and applicable regulations. Develop and oversee program policies, procedures, standards, and objectives. Evaluate program effectiveness, capacity, caseloads, service-delivery models, workflows, cross-departmental collaboration, employee engagement, and team morale. Proactively identify program challenges and develop practical, sustainable solutions. Lead continuous quality-improvement efforts to strengthen program effectiveness and outcomes. Guide the expansion of Boyer’s continuum of care in collaboration with organizational leaders and direct-service providers. Help oversee and nurture Boyer’s relationship with its contracted Medical Director. People and cross-departmental leadership Facilitate the Program Leadership Team and support program managers and supervisors in achieving shared objectives. Lead, mentor, coach, and develop program leaders while establishing clear expectations and accountability. Promote collaboration and partnership across program departments and organizational functions. Create an environment in which employees and managers feel safe sharing ideas, raising concerns, addressing conflict, and participating in solutions. Support managers in navigating performance concerns, organizational change, and difficult conversations. Evaluate and coordinate continuing-education and training opportunities for program employees. Organizational and financial leadership Serve as an active member of Boyer’s Senior Leadership Team and contribute to the development and implementation of organization-wide policies, programs, and strategic initiatives. Partner with the CEO and other organizational leaders to ensure programs remain aligned with community needs, evidence-based practices, and Boyer’s values. Oversee a program budget of approximately $11 million in government and insurance revenue. Serve as a liaison among program departments, administration, and accounting. Maintain a strong working knowledge of program budgets, Board policies, government regulations, administrative procedures, and personnel matters. Participate in grant development by writing or contributing program information to grant applications. Community and family partnerships Represent Boyer in relationships with government agencies, funders, community partners, and the public regarding contracts, compliance, funding, and service delivery. Oversee and strategically manage relationships with community partners. Coordinate Boyer’s participation and messaging for community committees and partner meetings. Attend county and state interagency meetings and other collaborative early childhood and healthcare-focused community meetings, as appropriate. Oversee program-related communications with Boyer families, including information about program updates and changes. We offer a 37.5 hour workweek and other schedule flexibility. Compensation: $124,000 - $186,000 annually Position Requirements Education and experience Master’s degree in Public Health, Public Administration, Social Work, or related field is preferred. Bachelor’s degree is required. Previous experience of five or more years in a social services, education, and/or medical environment is required. Experience working with, or knowledge of, the Individuals with Disabilities Education Act, Part C, is preferred. At least five years of director-level management experience is required, with experience working with large cross-departmental teams; strong experience in organizational development and change management required. Expertise in infant/early childhood mental health is preferred. Certifications & Licenses Current First Aid and CPR certifications are required. Must possess a valid Washington State Driver’s License, automobile insurance, and a reliable means of transportation. Leadership skills and qualities Strong managerial and strategic-leadership skills, with the ability to provide direction across a complex program area. A relational leadership approach and the ability to model reflective capacity. The ability to model Boyer’s expectations and values and hold employees accountable to them. Excellent written and verbal communication skills, including the ability to communicate information clearly and engage in honest, constructive conversations. Demonstrated ability to lead multiple teams and promote collaboration and engagement across departments. Strong problem-solving skills and the ability to proactively identify challenges and develop appropriate solutions. The ability to motivate, mentor, coach, and empower managers through consistent and timely performance management. The ability to effectively address and resolve conflict and workplace concerns. A strong understanding of ESIT requirements or the ability to develop that knowledge. Proficiency with Microsoft Office applications. Leadership Responsibilities The Chief Program Officer directly manages Boyer’s Program Leadership Team, including Senior Program Operations Manager, Department Managers for Education, Occupational & Physical Therapy, Speech-Language Pathology, Intake, Family Serices, and Bridge Program Manager. Leadership responsibilities include recruiting, hiring, onboarding, coaching, mentoring, training, performance management, employee development, corrective action, and, when necessary, separation of employment.
