The Acquisition Systems Engineer provides comprehensive systems engineering and technical acquisition support to Marine Corps Systems Command acquisition programs throughout the systems engineering lifecycle. The position supports the planning, execution, documentation, and management of Systems Engineering Technical Reviews (SETRs), Test and Evaluation (T&E) activities, requirements management, risk management, and technical documentation development. The Systems Engineer supports Government engineering leads, Integrated Product Teams (IPTs), and program offices by providing technical analysis, requirements traceability support, technical review coordination, engineering documentation development, and systems engineering management support for Acquisition Category (ACAT) programs, Middle Tier Acquisition efforts, and other defense acquisition initiatives. --- ESSENTIAL DUTIES AND RESPONSIBILITIES Systems Engineering and Acquisition Support Provide continuous technical engineering support for development and management of acquisition and systems engineering documentation supporting the Systems Engineering Technical Process and Systems Engineering Technical Management Process. Support engineering activities in accordance with: DoD 5000-series acquisition policies, Department of the Navy systems engineering guidance, MCSC Systems Engineering Technical Review (SETR) Handbook, Applicable acquisition and engineering directives. Draft, review, edit, and coordinate engineering and acquisition documentation utilizing approved templates and authoritative acquisition guidance. Participate in technical meetings, engineering reviews, IPTs, and acquisition working groups. --- Systems Engineering Technical Reviews (SETRs) Support development, preparation, execution, and closure of SETR events including: System Requirements Reviews (SRRs), System Verification Reviews (SVRs), Test Readiness Reviews (TRRs), Program Verification Tests (PVTs). Develop and maintain SETR schedules, projection calendars, technical review documentation, and Technical Review Action Plans (TRAPs). Coordinate SETR event logistics, technical review packages, and action item tracking. Update SETR event information weekly on Government-designated systems and websites. --- Technical Review Data Management Collect, organize, upload, and maintain Technical Review Data Package (TRDP) artifacts in Government-specified repositories and collaboration tools. Track technical review findings, action items, corrective actions, and closure status using Government-approved tools and systems. Ensure engineering artifacts and review documentation remain current and properly archived. --- Systems Engineering and Test & Evaluation (T&E) Support Provide technical engineering and Test & Evaluation (T&E) support for program Integrated Master Schedule (IMS) development and maintenance. Coordinate engineering event dependencies, schedules, and timelines with cross-functional program teams. Review and provide technical recommendations regarding: Test plans, test procedures, test reports, test strategies, test schedules, test Incident Reports (TIRs). Participate in adjudication sessions and support resolution of technical deficiencies and discrepancies. Support development and maintenance of: Test and Evaluation Master Plans (TEMPs), electronic TEMPs (eTEMPs), Annexes and supporting engineering documentation --- Requirements Management and Traceability Analyze user and operational requirements and support development of system specification documentation. Support alignment and maintenance of Requirements Traceability Matrices (RTMs). Provide technical analysis and recommendations to ensure requirements, specifications, and test results remain aligned in accordance with approved Change Management Plans. Update RTM inputs following test execution, post-test analysis, and engineering assessments. --- Technical Documentation and Engineering Analysis Provide technical support for development, review, and management of engineering documentation including: Systems Requirements Documents (SRDs), Interface Requirements Specifications (IRS), Performance Specifications, Work Breakdown Structures (WBS), Lower-level engineering requirements documentation. Conduct technical analysis of engineering products, system performance data, and test results. Support post-test data reduction, analysis, and reporting activities. --- Safety and Environmental Support Collect, organize, and maintain Environmental, Safety, and Occupational Health (ESOH) documentation for supported programs. Coordinate staffing and routing of safety documentation with the MCSC Safety Office. Maintain safety records within physical and electronic repositories, including SharePoint and program safety binders. --- Integrated Product Team (IPT) Support Support Systems Engineering Working-level Integrated Product Teams (WIPTs) through collaboration with Government personnel, engineers, logisticians, and acquisition stakeholders. Assist in defining and maintaining engineering strategies, plans, schedules, and technical execution activities. Provide technical recommendations and systems engineering input to support Government decision-making. --- Bachelor’s degree in Systems Engineering, Electrical Engineering, Mechanical Engineering, Computer Engineering, Aerospace Engineering, or related technical discipline. Active Secret clearance. Minimum 5–10 years of experience supporting DoD systems engineering or acquisition programs. Demonstrated knowledge of: DoD 5000 acquisition framework, Systems Engineering Technical Reviews (SETRs), Test and Evaluation (T&E) processes, Requirements management and traceability, Systems engineering lifecycle processes. Experience supporting ACAT or Major Defense Acquisition Programs (MDAPs). Proficiency with: Microsoft Office Suite, Microsoft Project, SharePoint, requirements management and collaboration tools. Strong technical writing, analytical, and documentation skills. --- DESIRED QUALIFICATIONS INCOSE Certified Systems Engineering Professional (CSEP) certification. DAWIA Engineering or Program Management certification. Experience supporting Marine Corps Systems Command programs. Experience with Agile, Scrum, Kanban, or hybrid acquisition methodologies. Familiarity with: TEMPs/eTEMPs, RTM management tools, Engineering review tools and repositories, SIPRNet environments. Experience supporting defense test ranges, developmental testing, or operational testing activities. --- KNOWLEDGE, SKILLS, AND ABILITIES Strong understanding of systems engineering principles and defense acquisition processes. Ability to manage multiple technical tasks and deadlines simultaneously. Excellent communication and presentation skills. Strong analytical and problem-solving abilities. Ability to collaborate effectively across multidisciplinary teams and Government organizations. High attention to detail and quality assurance standards. --- WORK ENVIRONMENT Work performed in Government and contractor office environments. Position may require occasional travel to Government facilities, test events, and technical reviews. Work may involve access to classified systems and secure facilities.
