Programmer/Analyst II (Data Analyst) (2600009C) Position Grade: 16G Department: ITSA Job Type: Full‑Time (Permanent) Examination Number: EX1642 Location: Downtown – St. Louis, MO Position to start after July 1, 2026. The Data Analyst will take responsibility for managing the Information Technology Service Agency’s master data set, developing reports, and troubleshooting data issues using detail, experience as a Data Analyst, and a deep understanding of the popular data analysis tools and databases. Essential Functions and Responsibilities Identifies and analyzes trends and forecasts and recommends improvements to the business processes. Develops and maintains automated data pipelines for ingestion of various city datasets into the city’s data warehouse. Manages master data, including creation, updates, and deletion. Provides quality assurance of imported data, working with quality assurance analysts if necessary. Commissions and decommissions data sets. Processes confidential data and information according to guidelines. Develops reports and analysis, generates reports from single or multiple systems. Manages and designs the reporting environment, including data sources, security, and metadata. Supports the data warehouse in identifying and revising reporting requirements. Supports initiatives for data integrity and normalization. Assesses tests and implements new or upgraded software and assists with strategic decisions on new systems. Troubleshoots the reporting database environment and reports. Evaluates changes and updates to source production systems. Uses automated tools to extract data from primary and secondary sources. Removes corrupted data and fixes coding errors and related problems. Develops and maintains databases, data systems – reorganizes data in a readable format. Performs analysis to assess quality and meaning of data. Filters data by reviewing reports and performance indicators to identify and correct code problems. Uses statistical tools to identify, analyze, and interpret patterns and trends in complex data sets that could be helpful for diagnosis and prediction. Provides technical expertise in data storage structures, data mining, and data cleansing. Assigns numerical value to essential business functions so that agency performance can be assessed and compared over periods of time. Analyzes local, national, and global trends that impact both the organization and the industry. Prepares reports for the management of trends, patterns, and predictions using relevant data. Performs other duties as assigned. Knowledge, Skills and Abilities Data Utilization: Performs mid-level data analysis, audits, deduces, assesses, concludes, and appraises as per established criteria. Human Interaction: Provides guidance, assistance, and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards. Equipment, Machinery, Tools and Materials Use: Operates complex equipment, machinery and tools such as personal computers, modems, and related materials required for essential functions. Verbal Aptitude: Utilizes a variety of reference, descriptive and advisory data and information such as technical operating manuals, requisitions, procedures, and non‑routine correspondence. Mathematical Aptitude: Performs basic arithmetic, calculates percentages and decimals, and interprets descriptive statistics. Functional Reasoning: Applies principles of rational systems, interprets instructions furnished in written, oral, diagrammatic or schedule form, and exercises independent judgment to adapt methods and standards. Situational Reasoning: Exercises judgment, decisiveness and creativity in evaluating information against measurable criteria. Environmental Factors: Work normally performed under generally safe and comfortable conditions without adverse environmental exposure. Physical Requirements: Exert light physical effort in sedentary to light work, possibly lifting or carrying objects weighing five to ten pounds. Sensory Requirements: Recognizes and identifies characteristics of colors, shapes, sounds, textures associated with job tasks. Qualifications A Bachelor’s degree in Statistics, Computer Science, Information Technology, or a closely related field; plus three years of experience as a Data Analyst, Database Administrator, or a related position monitoring, managing, manipulating and drawing insights from data. OR an equivalent combination of education, training, and experience. Preferences Strong programming skills, i.e. SQL, SAS, and other query languages. Experience with scripting tools (Python). Experience with data warehousing, Snowflake preferred. Experience with data visualization tools: Tableau, Power BI, etc. Experience with ArcGIS/Esri.
