MOS Codes None Education and Experience Bachelor’s Degree or higher in Business, Public Administration, Engineering, or a related field. Six (6) years of experience in the management or administration of a code enforcement program, including four (4) years of supervisory or managerial experience. Licenses and Certifications Valid Texas Class “C” Driver’s License or equivalent from another state by the time of appointment. Certification as a Texas Code Enforcement Officer by the Texas Department of Licensing and Regulation (TDLR) must be obtained within twelve (12) months of appointment. Special Requirements Must pass a CJIS fingerprint‑based background check and maintain CJIS eligibility. Candidates whose record includes any of the following will be disqualified: felony convictions, felony deferred adjudication, Class A or B misdemeanor deferred adjudication, Class A or B misdemeanor convictions, an open arrest for any criminal offense, or family violence convictions. Responsibilities Under direction, plan, organize, and assist in directing the City’s code enforcement program and/or the financial, accounting, and customer service functions. Typical Duties Direct, plan, and oversee the City’s code enforcement program. Oversee personnel and develop strategies to respond to identified issues. Assess protocols, procedures, equipment, and maintenance procedures and revise as necessary. Respond to and resolve high‑level and complex complaints/inquiries from citizens, consultants, contractors, utilities, and regulatory agencies. Ensure compliance with all applicable federal, state, and local laws, ordinances, rules, and regulations. Coordinate and oversee daily administrative and financial operations, establish goals, and manage implementation of policies and procedures. Assign projects, evaluate progress, and assess need for new programs. Represent the program with internal and external stakeholders, providing technical expertise. Identify areas requiring change and develop strategies to implement needed changes. Lead special projects to improve services and operations. Assess budgetary needs, evaluate division budget requests, and make recommendations to leadership. Make presentations to City management on code enforcement issues. Supervision Supervise assigned personnel directly and through subordinate supervisors. Schedule, assign, and check work; appraise employee performance. Coordinate training and development opportunities. Enforce personnel rules, regulations, and work behavior standards. Provide counseling, motivation, and harmony within the team. Interview applicants and recommend hiring, terminating, transferring, disciplining, or other employee status changes.
