MSP COMMERCIAL VEHICLE COMPLIANCE TECHNICIAN I

Main Purpose of Job The main purpose of this position is to conduct safety audits, compliance investigations, and preventive maintenance audits of DOT regulated carriers. Audits and investigations are conducted to determine compliance with Federal and State laws and regulations pertaining to registration, size, weight, safety, and operating authority. Position Duties Must be certified within the first six months of employment and maintain certification to conduct all levels of CVSA inspections, post-collision investigations, and preventive maintenance audits. Conduct Level I, II, and III inspections at portable or permanent scales to determine compliance with motor carrier laws, size requirements, hazardous materials regulations, equipment, and motor vehicle inspection violations as well as compliance with the North American Standard Driver/Vehicle inspection procedures and highway hauling permits. Inspect drivers, driver logs, load manifests, and related documentation; under the supervision of a uniformed officer, set up portable weighing operations and observe the scale readings on commercial vehicles. Examine vehicle registration documents and drivers' licenses to determine compliance with international registration plan regulations and driver licensing laws; place vehicles in an out-of-service status when violations are identified. Conduct new entrant safety audits and compliance investigations on DOT‑regulated companies. Conduct preventive maintenance audits at trucking terminals and post‑crash investigations. Takes enforcement action and prepares citations, SEROs, and warnings. Prepares reports and maintains records for court testimony; collects and records special survey data. Completes Driver/Vehicle Inspection Reports and Post‑Crash Investigation Reports; uses a computer to enter and retrieve inspection data. Completes training and becomes qualified to use M.I.L.E.S. message terminal and CJIS terminal to access information. Performs other related duties. Minimum Qualifications Education: Graduation from an accredited high school or possession of a high‑school equivalency certificate. Experience: Two years of experience conducting safety inspections of commercial vehicles at state weigh stations. Note 1: Candidates may substitute additional experience in mechanical repair, maintenance, or inspection of commercial motor vehicles on a year‑for‑year basis for the required education. Note 2: Candidates may substitute additional experience in law‑enforcement activities including vehicle inspections on a year‑for‑year basis for the required experience. Desired or Preferred Qualifications Experience assisting or observing a New Entrant Audit or Compliance Review investigation. Experience using the following software programs: AIM, ACE, NEWS, SENTRI, and GOTHAM. Licenses, Registrations and Certifications Must possess a motor‑vehicle operator’s license valid in the State of Maryland. Must possess and maintain certification as required by State Transportation Article, Title 25, Subtitle 111, and Federal Motor Carrier Safety Regulations and by the Commercial Vehicle Safety Alliance guidelines. Special Requirements Subject to substance abuse testing in accordance with Maryland Regulation 17.04.09. Subject to an initial drug screening, a physical examination, and a complete criminal background investigation, including a polygraph examination before permanent appointment.
