Registered Nurse - Outpatient Patient Aligned Care Team (PACT) - Portland

Overview The Registered Nurse, PACT position is located in the Community Based Clinic at the CBOC Portland, ME. It is a full‑time, 40‑hour per week position. Basic Requirements English Language Proficiency – In accordance with 38 U.S.C. 7403(f), proficiency in basic written and spoken English is required for direct patient care. Graduate of a school of professional nursing approved by an appropriate accrediting agency and accredited by either the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE). Alternatively, individuals in a master’s level bridge program who completed coursework equivalent to a bachelor’s in Nursing may be appointed on a temporary basis until license acquisition. For foreign graduate schools, a current, full, active, and unrestricted registration, or a formal degree equivalency validation from a recognized equivalency evaluation such as International Consultants of Delaware (ICD), is required. Current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. state, territory, Commonwealth, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: eligible candidates may be appointed at entry step for a 120‑day temporary appointment while pursuing licensure, extendable up to two years. NOTE: Grandfathering Provision – All persons currently employed in VHA in 0610 series performing the duties as described on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification. Grade Determinations Nurse I, Level I: Delivers fundamental, knowledge‑based care; education: Associate Degree in Nursing (ADN) or diploma. Nurse I, Level II: Integrates biopsychosocial concepts; education: ADN or diploma plus 1 year specialized nursing experience, or BSN with no additional experience. Nurse I, Level III: Proficient practice; education: ADN or diploma with 2 years professional experience, or BSN with 1 year experience, or MSN with no additional experience, or related master’s with BSN. Nurse II: Leadership in holistic care; education: BSN with 2 years experience, or MSN with 1 year experience, or related master’s with BSN and 1 year experience, or Doctoral in Nursing with no experience, or related doctoral with BSN and no experience. Nurse III: Advanced leadership managing complex client care; education: MSN with 2 years specialized experience (1 year equivalent to Nurse II), or related master’s with BSN and 2 years experience, or Doctoral Nursing with 1 year experience, or related doctoral with BSN and 1 year experience. * Foreign education programs/degrees are not creditable as related degrees.
