Police Officer — Sign-On Bonus & Career Growth

Lateral Police Officer $16,000 signing bonus paid in three installments: $5,000 on the first paycheck following hire, $5,000 after successful completion of the field training program, and $6,000 after completion of the new hire's probationary period. Salary Add-Ons Education Incentive Pay: AA/AS 2%, BA/BS 4% (percentage of base pay), effective Jan 1, 2022. Physical Fitness Incentive Pay: 1% of monthly salary after successful completion of a physical fitness test. Longevity Incentive Pay: 5th year 3%, 10th year 4.5%, 15th year 5.5%, 20th year 6.5%, 25th year 8%. Specialty Incentive Pay: Detective 4%, Corporal 6.5%, Range Master 2%, Crime Prevention Officer 2%, Traffic Officer 3%, Special Operations Team 1%. Field Training Officer: 4% of base hourly rate for training hours. School Resource Officer: 2% of monthly rate. Responsibilities Positions in this classification are responsible for general duty and investigatory police work. Incumbents respond to requests for assistance, investigate criminal activity, apprehend criminals, and enforce laws and ordinances. Work is performed in accordance with departmental rules, regulations, and policies and normally consists of patrol, preliminary investigation, and traffic enforcement duties. Tasks are performed from vehicles or on foot. Work involves an element of danger and requires physical strength and agility at times to apprehend or subdue persons suspected of crimes. Incumbents function without direct supervision and exercise substantial discretion in determining appropriate response to emergency situations. Police Officers may also be called upon to assist in the operation of the Detention Center and are entrusted with the health, safety, security and welfare of inmates. Patrol assigned geographical areas by car or on foot to aid in preventing crime and enforcing federal, state, and city laws. Observe, report, and act on conditions conducive to crime and danger. Report traffic hazards and direct pedestrian and vehicular traffic flow when necessary; disburse unruly crowds at public gatherings. Takes command at the scene of crime or accident until relieved; administers first aid and requests medical service; takes statements, interviews victims and witnesses; assesses situation and determines appropriate response; records vital information, including taking photographs and measurements; documents evidence. Detains physically law violators or those resisting arrest as required; may physically subdue suspects, navigate underbrush, jump fences, climb buildings, and use deadly force to protect self or others. Conduct investigative assignments of suspected illegal activity or follow‑up investigations of criminal cases; may conduct specialized investigations in vice, narcotics, and sex offenses; may be assigned to detective, traffic, DARE, jail or field training duties. Prepares criminal cases for prosecution with the City or King County Prosecutor; interacts with prosecutors, attorneys, and court officials; testifies in court as required. Provides general information on laws and ordinances; explains the process for filing a formal complaint; directs citizens to appropriate authorities. Serves and enforces civil process issued by courts, including restraining orders, orders for protection, no‑contact orders, anti‑harassment orders, and subpoenas; serves arrest and search warrants. Attends meetings, seminars, and other training classes to maintain up‑to‑date knowledge of criminal and civil laws and technical skills; may train other employees. Prepares and writes a variety of reports and records, such as arrest reports, property impounded, accident reports, offense reports, damage reports, and investigation results. Assists in receiving, searching, booking, and supervising prisoners; assures fair and reasonable treatment; provides food and medical care; performs jailer duties as required. Ensures all equipment used is maintained and operating properly. Prepares material to present at training sessions for officers or other persons as required, including schools, businesses, and private citizen groups. Investigates and inspects persons or businesses for compliance with City ordinance requiring licenses. Investigates weekend or after‑hours construction activities within the City limits; contacts appropriate City departments. Supervises and directs dispatch and correction personnel in the absence of a Sergeant or higher‑ranking officer. Performs all duties of the Corrections Service Officer in his/her absence as described in the Corrections Service Officer job description. Two years of college equivalent to an AA degree, preferably related to police science, criminal justice or a related field preferred. Licensing and Certifications Successful accomplishment of written and oral tests as prescribed by the City of Issaquah Civil Service Commission. Ability to pass a police background check including criminal history, credit history, drug exam, polygraph and psychological exam. Lateral applicants are not required to complete a physical agility test. Must pass physical and medical requirements of the State Retirement System. Possession of a valid Washington State Driver’s License with a driving record free of serious or frequent violations. A driving and criminal record free of any convictions that relate to fitness to perform the job of Police Officer. Required Skills and Abilities Ability to learn and apply modern crime prevention, investigation, apprehension principles, rules of evidence and all aspects of law enforcement. Ability to acquire thorough skills in the use of firearms and other police‑related tools and when they should be used. Some knowledge of federal, state, county, and city laws, regulations, ordinances, including domestic violence and juvenile criminal justice laws. Some knowledge of criminal behavior and causes underlying criminality and social, psychological and physical needs of criminals/inmates. Ability to physically handle other persons who may resist arrest. Ability to obtain all operator licenses, certifications or permits for equipment used such as radar, breathalyzer, and the like. Ability to express self clearly and concisely both orally and in writing. Ability to quickly make assessments of emergency situations, determine appropriate responses and act assertively; cope with situations firmly, courteously, and tactfully. Ability to establish and maintain effective working relationships with other employees. Ability to satisfactorily complete course work and training such as Basic Law Enforcement Academy established under the Washington State Criminal Justice Training Commission, and other in‑service training methods, procedures and techniques of police work presented by other officers or supervisors. Ability to make arithmetic calculations accurately and rapidly. Working knowledge of basic computer functions and computerized record‑keeping systems. Skill in observation and ability to remember details such as names, faces, incidents, and other relevant details.
AUTOMATIC DISQUALIFIERS
1 or more traffic crime convictions in last 5 years (DWI, suspended, reckless, etc). Suspension of driver’s license within past 5 years. 3 or more moving violations in past 3 years. 3 or more at‑fault accidents in past 3 years. Use of marijuana within the past year. Illegal use of any controlled substance while employed in a criminal justice capacity. Illegal opiate use. Hallucinogen use within past 10 years (no more than 3 uses total). Illegal use of 3 or more different controlled substances. No illegal sale of any drug, including marijuana. Pattern of illegal use of prescription medication. The use of any illegal drugs, except marijuana, within the past 3 years. Ever illegally used a drug after submitting application to any Law Enforcement agency. Any adult felony conviction. Any misdemeanor or felony conviction while employed in a criminal justice capacity. Been convicted of any crime under a domestic violence statute. Previous revocation or denial of CJTC certified status, or suspension of current CJTC certified status.
