Reporting directly to the MOHCD Director, the Deputy Director, Portfolio Management provides executive leadership for the City’s long-term stewardship of its publicly assisted affordable housing portfolio and ensures equitable access to all City-sponsored affordable housing. The Deputy Director establishes strategic direction for asset management, affordable housing occupancy and placement, Inclusionary Housing policy, portfolio preservation, and regulatory compliance to ensure the long-term financial, physical, and operational success of the City’s affordable housing investments. The role also ensures that residents have safe, healthy homes that support the social, physical, and economic well-being of tenants and homeowners.
As a member of MOHCD’s Senior Leadership Team, the Deputy Director collaborates with executive staff to develop and implement agency priorities, establish organizational strategy, and advance policies that efficiently preserve and strengthen San Francisco’s affordable housing portfolio.
The Deputy Director provides executive oversight of the Portfolio Management Division that includes 25 staff members.
Additionally, the Deputy Director directly supervises two senior leaders:
Director of Inclusionary Programs and Housing Placement
The Director of Inclusionary Programs and Housing Placement is responsible for administering the City’s Inclusionary Housing rental programs, affordable housing marketing and lease-up activities, housing placement operations, and related occupancy functions. The Director oversees implementation of affirmative marketing requirements, resident selection processes, housing lotteries, and implementation of affordable housing preference legislation, policies, and procedures. The Director ensures occupancy procedures are compliant with local laws governing access to affordable housing and are equitable, transparent, efficient, and consistent across all affordable housing and homeownership opportunities.
The Director also provides executive oversight of the Database for Affordable Housing Listings, Information and Applications (DAHLIA) San Francisco’s affordable housing portal, and associated business processes supporting affordable housing marketing, application processing, resident placement, lotteries, and occupancy administration to ensure equitable outcomes for San Franciscans seeking affordable housing. The Director collaborates with affordable housing developers, property management companies, community-based organizations, and City departments to ensure consistent implementation of City housing policies and regulatory requirements including Fair Housing and the American Disability Act.
Director of Asset Managemen t
The Director of Asset Management provides leadership for the long-term stability of over 36,000 rental and 3,000 homeownership units. The Director ensures financial and physical stewardship of MOHCD’s publicly assisted affordable housing portfolio and works closely with project sponsors’ compliance staff to ensure the sustainability of all City sponsored affordable housing. Responsibilities include oversight of asset management, portfolio financial performance, multifamily loan servicing, capital planning, reserve management, multifamily refinancing and restructuring, rehabilitation planning, portfolio data management, financial risk assessment, and regulatory compliance. The Director develops strategies that preserve affordability, improve property performance, protect public investment, and support the long-term sustainability of the City’s affordable housing portfolio.
Job Description
Essential Duties and Responsibilities
The Deputy Director’s responsibilities include, but are not limited to:
- Serve as a member of MOHCD’s Senior Leadership Team, providing executive leadership on agency priorities, strategic initiatives, and organizational management.
- Provide executive leadership and strategic direction for the 25-person Portfolio Management Division, ensuring alignment with MOHCD’s mission, priorities, and affordable housing objectives.
- Supervise Director-level managers responsible for major programs and ensure effective coordination across all functional areas.
- Establish division-wide goals, performance expectations, and operational priorities and efficiencies while fostering collaboration across all Portfolio Management functions.
- Develop and implement equitable policies that strengthen long-term stewardship of the City’s affordable housing portfolio and improve organizational effectiveness while balancing the needs of the communities living in affordable housing.
- Expand, standardize, and improve communication regarding City sponsored affordable housing operations, regulations and requirements among project sponsors, tenants and owners.
- Oversee the long-term financial and physical performance of the City’s publicly assisted affordable housing portfolio and direct strategies that preserve affordability, protect public investment, and promote high-quality housing.
- Provide executive oversight of affordable housing occupancy, marketing, lease-up, resident placement, housing lotteries, housing preference implementation, and DAHLIA operations to ensure equitable, transparent, and efficient administration of City affordable housing programs.
- Direct policies governing inclusionary policy implementation, asset management, regulatory compliance, occupancy administration, resident selection, and portfolio preservation.
- Oversee multifamily portfolio-related financing, recapitalization, rehabilitation planning, reserve management, and other long-term preservation initiatives.
- Coordinate with affordable housing and private developers, property management companies, lenders, realtors, investors, regulatory agencies, community-based organizations, and other City departments to advance transparent affordable housing policy and operational excellence.
- Represent MOHCD before the Mayor, Board of Supervisors, City commissions, community organizations, industry partners, and the public on portfolio performance, housing placements and operations, and inclusionary policy, as necessary.
- Identify emerging operational, financial, legislative, and regulatory issues affecting the City’s affordable housing portfolio and its residents and recommend strategic policy and management solutions.
- Promote innovation, accountability, equity, and continuous improvement across all Portfolio Management programs and operations.
- Perform related duties as assigned.
Qualifications
Provide strong leadership, manage subordinate staff, exercise effective judgment in critical/emergency situations, analyze complicated and sensitive issues, and communicate and provide options clearly to the Mayor, Mayoral staff, commissions, boards, committees, other agencies and the public. Apply the principles of public administration, financial and personnel management and effectively interpret all applicable laws, ordinances and codes. Exercise independent analysis, adaptability and judgment on specialized proposals with difficult, complicated options. Effectively present Mayor's policies and opinions to outside entities such as the public, boards, commissions and government agencies. Maintain harmonious relationship with managers, City officials, unions, employees and the public.
