Elevator Program Manager

Job Summary Under the general direction of the Director of Operations, the Elevator Program Manager is primarily tasked with managing the campus elevator maintenance program, including operations, budget, preventative maintenance and renewal coordination. The campus contains 160 elevators, 4 dumbwaiters, and 7 wheelchair lifts. The incumbent will oversee the contract and be the primary liaison with the elevator contract vendor OTIS. The incumbent is expected to oversee yearly maintenance, replacement of obsolete parts, after‑hour callbacks, preventative maintenance as well as elevator renewal planning and scheduling. In the event of vandalism, misuse, building power failures or rain damage, the incumbent will coordinate repairs with vendors, inform appropriate campus officials and be the primary contact. Department Overview The UCSF Facilities Services Department (FS) is committed to creating an exceptional campus physical environment to support the research, teaching, health care and community service mission of the University. FS employs over 450 professional staff and manages $180 million annually in operating and capital funds. Key Responsibilities Serve as liaison between campus, medical center and external agencies regarding safety, access, maintenance, remodeling and construction activities for elevators, dumbwaiters and wheelchair lifts. Monitor and survey the status of all elevator‑related equipment; maintain an up‑to‑date database of scheduled maintenance, modernization plans and contract compliance. Work with internal and external agencies or contractors on contract terms, solicit or negotiate new contracts, and interface with the Director/Lead of the contract to support project delivery. Coordinate with various units to provide a safe and secure facilities environment, and ensure the efficient operation of campus elevators. Direct the performance of field management and contractual service operations, and coordinate transport of research/specialized equipment and hazardous material disposal. Provide planning and coordination for construction and alteration projects, coordinating crew activities to minimize disruption while managing communication with key customers. Lead campus shutdown procedures related to elevators, including after‑hour emergency repairs, and troubleshoot customer complaints with the implementation of improvement plans. Develop and manage budgets for elevator maintenance and renewal projects. Required Qualifications Bachelor’s degree in a related area or 6‑10 years of equivalent experience. Advanced knowledge of building space planning, codes, capacity, security, fire safety, and risk assessment principles. Advanced interpersonal and communication skills. Advanced skills in collaboration and influencing others. Advanced knowledge of architectural or engineering concepts. Advanced multi‑tasking and prioritization of large project work. Advanced process and service assessment skills for improvement and project management. Knowledge of contract law, California public contract code, and university business and finance bulletins. Ability to coordinate and self‑manage multiple projects amid interruptions. Project management experience with a range of small and large projects. Knowledge of regulatory requirements, OSHA regulations, and workplace safety regulations. Preferred Qualifications Advanced knowledge and skills regarding specialized research needs in space planning, and the ability to translate these needs to architects and engineers. Experience with UC and UCSF system‑wide policies on financial, contractual, administrative, construction design, environmental health & safety, fire safety, space utilization, facilities management, and related regulations. High proficiency with a Computerized Maintenance Management System, preferably IBM Maximo. Experience with PeopleSoft, MyExpense, Bear Buy, MyAccess, and HBS. University and/or medical center experience, particularly in a laboratory or research setting. Salary Information Final salary and offer components are subject to additional approvals based on UC policy. Placement within the salary range depends on work experience and internal equity.
