The mission of the Texas Water Development Board (TWDB) is to lead the state's efforts in ensuring a secure water future for Texas. The TWDB's main responsibilities are threefold: collecting and disseminating water-related data; assisting with regional water supply and flood planning that contributes to preparing the state water plan and state flood plan; and administering cost-effective financial programs for constructing water supply, wastewater treatment, flood control, and agricultural water conservation projects.

Job Description

Performs entry-level financial examination, analysis, and compliance monitoring work. Work involves conducting examinations to determine and report on financial condition and compliance with statutory requirements, and financing/lending agreements. Conducts financial and compliance review of local entities for which the Texas Water Development Board (TWDB) serves as lender or grantor. May train others. Works under close supervision, with minimal latitude for the use of initiative and independent judgment. Reports to the Director of the Financial Compliance Division.

Essential job functions include conducting financial examinations with the assistance of others, conducting financial reviews of entities that have received financial awards from TWDB, evaluating recorded assets, liabilities, surpluses, and capital for compliance with statutes, rules, and regulations, conducting financial compliance and stability reviews of municipalities for which the TWDB serves as bondholder, identifying instances of noncompliance and/or default risk, verifying the accuracy of records, work papers, and related financial statements, determining proper documentation and adequate procedures, detecting and recording variances from policies, procedures and borrowing covenants, assessing findings of noncompliance and default risk, recommending corrective action plans and strategies for remedial intervention and surveillance, preparing worksheets and summaries of financial examinations, conducting reviews TWDB loan recipients to ensure compliance with loan covenants, reviewing borrowers' ordinances, private placement memorandums, and financial documentation to determine compliance with TWDB requirements, preparing and updating reports produced by TxWISE (TWDB internal operating system platform), responsible for timely and accurate data entry associated with all assigned work, maintaining confidential and sensitive information, ensuring individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule, maintaining required certifications and licenses and meeting the continuing education needs and requirements of the position to include, attending mandatory training courses, may be required to operate a state or personal vehicle for business purposes, and performing other duties as assigned.

Qualifications

Minimum qualifications include graduation from an accredited four-year college or university with a bachelor's degree in Business Administration, Finance, Accounting, Economics, Insurance, or a related field, experience with financial examinations, accounting, or auditing, and relevant education and experience can be substituted for each other on a year-for-year basis.

Preferred qualifications include graduate degree or MBA from an accredited college or university with a specialization in Accounting, Finance, Public Administration, Public Finance, Computer Science and/or Math, one year of experience in Accounting, Budget, or Financial Analysis, one year of experience as a financial examiner, certification in one or more of the following areas: Accredited Financial Examiner (AFE), Certified Financial Examiner (CFE), Certified Insurance Examiner (CIE), or Certified Public Accountant (CPA).
