Compensation Starting salary: $69,629.25 - $80,000 annually, depending on qualifications. Job Summary The Planner II performs advanced professional planning work involving development review, project management, and public engagement in a fast-paced municipal environment. The role requires strong organizational skills, sound professional judgment, and the ability to manage multiple projects and deadlines while providing exceptional customer service. Essential Job Functions and Responsibilities Review, circulate and prepare comments on applications to ensure compliance with City requirements, zoning and land development regulations, comprehensive plan, state interests, and complex development applications including comprehensive plan amendments, re‑zonings, and site plans. Consult with stakeholders such as internal city departments, developers, planning consultants, property owners, legal counsel, the public, the State, and other agencies during reviews. Collect, compile, tabulate and analyze data and factual materials fundamental to a comprehensive planning program. Assist in development and administration of the City’s Comprehensive Plan, City‑Master Plans and Land Development Regulations. Conduct planning and zoning studies. Prepare planning and zoning reports for municipal administration, external agencies, committees, boards and the City Commission. Review site and permit plans for compliance with all applicable regulations. Disseminate information to the public on planning, zoning and development regulations; make interpretative decisions regarding zoning and development regulations. Create and process zoning verification letters. Respond to email, telephone or in‑person inquiries; greet the general public, development industry and disseminate information on departmental services and functions. Aid in the preparation and coordination of various elements of the Development Review Process. Respond to general inquiries and provide effective and informative customer service. Develop and implement strategies for managing growth and development within the city. Coordinate and conduct public engagement initiatives to actively involve community members in the planning process for planning projects. Supervise technical personnel in gathering raw data for use in various land‑use studies. Represent the City positively during work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation. Maintain effective and professional relationships with colleagues, supervisors, and managers. Perform other duties as required. Education and Experience Required: Bachelor’s Degree from an accredited college or university in Planning, Public Administration, Geography, Architecture, Landscape Architecture, Urban Design or a closely related field. Two (2) years responsible planning experience, including participation in a range of planning and zoning studies and implementation programs. Preferred: Master’s Degree in planning or closely related field. Four (4) years of comprehensive planning, current planning, urban design or landscape architecture experience. Additional education and experience or an equivalent combination of training may be substituted for the above requirements. Certificates, Licenses, Registrations Valid Driver’s License with proof of automobile insurance. Background check – acceptable background record required. Driving abstract – acceptable driving record required. Knowledge, Skills, Abilities Knowledge of principles and practices of urban planning and zoning. Knowledge of modern research techniques and statistical methods. Knowledge of local and regional zoning laws and regulations. Ability to understand, interpret and explain land‑use laws and regulations. Ability to complete projects within assigned time periods. Knowledge of economics, public finance and sociology as they apply to urban planning. Some knowledge of supervisory principles and practices. Ability to express ideas clearly and concisely, graphically, orally and in writing. Knowledge of software packages such as Microsoft Office, Adobe Suites, GIS and techniques for preparing maps and charts. Ability to establish and maintain effective and professional working relationships with colleagues, supervisors, managers, administrators and the general public. Physical Demands Regularly required to walk, sit, write, hear, speak and exert up to 50 pounds of force occasionally; may require use of hands for manipulation of objects. Requires good vision, including close, distance, peripheral and depth perception. Work Environment Primarily an office environment; requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
