Employee and Labor Relations Specialist

This position is highly skilled work involving advanced procedural expertise and the exercise of judgment and discretion in the Employee and Labor Relations department. This position includes assisting employees and centralized intake, triage, workflow coordination, and documentation management for Employee and Labor Relations matters, including employee concerns, complaints, disciplinary reviews, and collective bargaining grievances in an electronic system. This position supports consistent, timely, and accurate case progression by managing operational processes, system routing, and procedural milestones in a highly sensitive, confidential environment. Essential Responsibilities Specific to This Job: Exercises authority to triage, categorize, prioritize, and route Employee and Labor Relations matters in accordance with established protocols, timelines, and risk indicators. Ensures data integrity, accuracy, and completeness within Employee and Labor Relations tracking systems and supports audits, data requests, litigation holds, and records requests as directed. Assists with monitoring investigation standard operating procedures and timelines with system-based tracking, notifications, permissions, and escalation flags. Identifies opportunities to improve intake processes, workflow efficiency, documentation standards, and system functionality, and provides recommendations to ELR leadership. Assists the Supervisors and Coordinators in monitoring complaints and employee investigations throughout the process to include closure, reintegration, and return to work follow-up. Assists the Supervisors and Coordinators to coordinate review committees for discipline determinations and compiles relevant records for legal counsel. Organizes and maintains accurate document and case files as well as confidential files. Provides guidance and assistance to employees and managers regarding process steps, timelines, documentation standards, and appropriate routing within the Employee and Labor Relations system, supporting early resolution of issues at the lowest administrative level and preventing escalation. Issues standardized intake confirmations, procedural notices, and status communications to employees, managers, and representatives in alignment with ELR protocols. Generates clearly articulated and professionally written correspondence related to intake confirmation, process status, and procedural notifications. Maintains accurate legal and process documentation/records for the ELR Department. Performs other duties as assigned. Knowledge, Skills, Abilities and Behaviors: Thorough knowledge of public school system policies and regulations. Understanding of confidentiality, privilege and ethical principles applicable to office operations and communications and ability to maintain confidentiality of the same. Ability to prioritize tasks with competing deadlines. Ability to work under pressure and make decisions related to process management and procedural compliance in accordance with laws, ordinances, policies, regulations, and established procedures. Ability to effectively and clearly communicate orally and in writing to large and small groups, as well as individuals. Ability to work effectively with minimal supervision. Ability to build and maintain effective working relationships across schools and departments and with diverse stakeholders. Skill in the use of a personal computer/Microsoft Office suite software; familiarity with electronic case management tracking systems preferred. Ability to gather and analyze data, compile information and prepare reports. Qualifications: Minimum of an associate degree or equivalent in business, human resources, public policy, or related field. Bachelor’s or equivalent in business, human resources, public policy, or related field preferred. Minimum of 3 years human resources; employee and labor relations experience desired; or any equivalent combination of education and experience.
