SENIOR TECHNICAL DELIVERY EXCELLENCE PROJECT MANAGER – ENGINEERING EXCELLENCE

JOB DESCRIPTION

 
As a Senior Technical Project Manager supporting the Engineering Excellence organization, you will lead the delivery of initiatives designed to improve engineering execution, developer productivity, delivery velocity, and platform effectiveness across the enterprise. You will work closely with engineering, DevOps, platform, and architecture teams to translate technical strategy into clear, executable plans, driving outcomes from planning through implementation and adoption.

 
This job requires more than traditional project coordination. This role requires a technically fluent delivery leader who can operate confidently at the intersection of:

• Platform and tooling ecosystems

 
We are looking for a consultative, technically fluent project manager who can:

 

• Actively engage in and facilitate technical discussions at a working level
• Understand how engineering systems and delivery processes function together
• Drive clarity, accountability, and execution across complex technical initiatives
• Understand architecture and operational dependencies at a working level
• Ask probing and technically informed questions of engineers and architects, challenge assumptions, identify delivery gaps, and translate technical complexity into clear, executive-ready updates

 
KEY RESPONSIBILITIES

 
Engineering Excellence Delivery

 

• Lead delivery of enterprise initiatives focused on improving:
• • Developer productivity and engineering workflows
  • CI/CD pipelines, release automation, and deployment practices
  • Delivery tooling and engineering systems (e.g., backlog management, reporting, planning tools)
  • Engineering metrics, performance visibility, and delivery predictability
  • Technical debt reduction and modernization initiatives
• Translate engineering strategy and initiatives into:
• • Clear delivery plans
  • Defined milestones, dependencies, and success criteria
• Ensure delivery aligns to both:
• • Engineering priorities
  • Enterprise commitments and timelines

 
Technical Delivery Leadership

 

• Partner directly with engineering and architecture teams to:
• • Understand technical concepts, delivery models, and system dependencies
  • Validate delivery sequencing, risks, and execution approach
  • Identify gaps in planning, readiness, or implementation strategies
• Engage in discussions around:
• • Application architecture and system interactions
  • DevOps practices and CI/CD pipelines
  • Delivery tooling ecosystems and data flows
• Challenge assumptions and drive alignment on:
• • Technical scope vs delivery timelines
  • Trade-offs between speed, quality, and long-term sustainability
• Translate technical concepts into:
• • Actionable plans
  • Executive-ready communications
• Maintain a working understanding of engineering delivery processes and systems to ensure effective coordination, risk identification, and dependency management across initiatives.

 
Execution Discipline and Delivery Excellence

 

• Operate within Agile / SAFe environments using tools such as Azure DevOps or equivalent.
• Structure and manage:
• • Epics, features, and delivery backlogs
  • Cross-team dependencies and sequencing
• Own core delivery disciplines:
• • Scope, schedule, resourcing, and roadmap alignment
  • Risk, issue, and dependency management
  • Progress tracking and performance reporting

Cross-Team Coordination and Dependency Management

 

• Coordinate delivery across multiple engineering teams, including:
• • Application development
  • DevOps and platform engineering
  • Architecture and shared services
• Manage complex dependencies across:
• • Tooling platforms and engineering systems
  • Data flows and reporting structures
  • Cross-functional delivery initiatives
• Lead working sessions to:
• • Resolve blockers
  • Align priorities

Engineering Systems and Tooling Awareness

 

• Support delivery across engineering ecosystems, including:
• • Agile delivery tools and backlog management platforms
  • CI/CD tooling and pipeline orchestration
  • Code repositories, testing frameworks, and deployment systems
  • Observability, monitoring, and reporting platforms
• Understand how engineering systems integrate and:
• • Impact delivery sequencing
  • Introduce risks or dependencies
  • Influence delivery timelines and execution

 
Delivery Health, Reporting and Governance

 

• Maintain clear visibility into:
• • Delivery progress
  • Risks, blockers, and dependencies

QUALIFICATIONS

 
Core Delivery Experience

 

• 7–10+ years of program/project management experience in enterprise environments
• Bachelor's Degree in Computer Science, Information Systems, Engineering, or a related field preferred.
• Proven experience delivering complex technology or engineering-driven initiatives
• Experience operating in Agile, SAFe, or hybrid delivery environments

 
Technical Fluency

 

• Demonstrated ability to work directly with engineers and architects, understand how engineering systems, tools, and workflows operate, and engage in technical discussions with credibility.
• Working knowledge of software development lifecycles and engineering practices, DevOps concepts, CI/CD pipelines, and release processes, application architecture, integrations, and system dependencies, data flows, reporting systems, and engineering metrics.

 
Execution and Delivery Capability

 

• Strong experience managing cross-team dependencies, complex delivery timelines, and multi-workstream programs.
• Demonstrated ability to drive delivery discipline, manage competing priorities, and navigate ambiguity and complexity.

 
Leadership and Communication

 

• Strong executive presence and communication skills
• Ability to translate technical concepts into clear outcomes, influence stakeholders across engineering and business teams, and drive alignment and decision-making.

 
Soft Skills and Consulting Mindset

 

• Consultative mindset: strong problem-solving abilities, sound judgment, and the ability to identify practical solutions, evaluate alternatives, and recommend clear delivery paths. Prior experience with a Big Four or major consulting firm is preferred.
• Executive communication: excellent interpersonal skills, poise, diplomacy, and the ability to influence stakeholders toward consensus, manage conflict, and support timely decision-making.
• Delivery ownership: self-starter who is highly organized, able to coordinate multiple technical workstreams simultaneously, and able to adapt rapidly to new developments and changing priorities.
• Technical fluency: ability to identify technical activities, connect the dots across teams, surface gaps, challenge assumptions, and ask probing, technically informed questions of engineers, architects, security teams, and operations leaders.
• Analytical discipline: strong critical thinking, data analysis, reporting, risk and controls awareness, and continuous improvement orientation.

 
Tools and Platforms

 

• Highly skilled in Planview (portfolio management, resource planning, lifecycle tracking), ServiceNow (ITSM/ITOM/CMDB), and Power BI (project and portfolio dashboards).
• Proficient in M365 productivity tools (SharePoint, MS Teams, PowerPoint, Excel) and collaboration tools such as Smartsheet and Azure DevOps.
• Experience using Azure DevOps or similar tools to manage backlogs, delivery milestones, dependencies, and technical workstream visibility.

• Lead delivery of initiatives supporting engineering delivery improvements, including enhancements to development workflows, testing practices, release processes, and delivery tooling ecosystems.
• Coordinate projects that span the end-to-end software development lifecycle, ensuring alignment across design, build, test, deployment, and operational readiness phases.
