They will be knowledgeable in HVAC, mechanical systems, and general facility lifecycle management practices; possess excellent communication skills, interact effectively with stakeholders, contractors, and team members; and will be able to prioritize tasks, manage budgets, and deliver projects including scoping, design coordination, contract administration, construction oversight, warranty management, and transition of completed projects into ongoing maintenance. Representative Duties DEFINITION Under general direction, plans, organizes, coordinates, and delivers facility-related maintenance or minor capital improvement projects and associated lifecycle activities, including project scoping, design coordination, contract administration, construction oversight, warranty management, and transition of completed projects into ongoing maintenance operations. The position also develops and administers facility-related maintenance contracts, supports larger Capital Improvement Program (CIP) projects by providing City standards and operational input, and oversees implementation and updates to the City’s Facility Maintenance Management Plan. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Operations Manager. Exercises no direct supervision over staff. CLASS CHARACTERISTICS This journey level classification is responsible for independently performing professional and technical duties in support of facility related to facility capital project delivery and lifecycle asset management. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only) Management reserves the right to add, modify, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Provides project coordination and management of facility related construction and renovation projects of varying degrees of complexity. Plans, coordinates and manages lifecycle of projects, transitioning completed projects into ongoing maintenance operations, documentation, and staff handoff. Gathers and analyzes data and information affecting departmental space and facility needs; conducts studies concerning suitability of existing and proposed buildings. Coordinates with City departments in developing project scopes, requirements, drawings, and preliminary cost estimates for projects to be used in establishing guidelines for contract architects and engineers. Prepares solicitation documents for construction projects; manages bid process including pre-bid conferences and walk-throughs; provides technical information in response to bidder inquiries; administers construction contracts, including managing project budgets and assisting in regulatory permitting process. Provides facility-specific input on City material standards, equipment preferences, and operational considerations during design and delivery of larger CIP facility projects. Consults with architects, civil, structural, mechanical, and electrical engineers, as required, to coordinate the preparation of plans and specifications for building renovations and miscellaneous construction projects for construction and bidding purposes. Inspects or reviews work under construction to ensure that construction work complies with plans, specifications, and codes Develops, procures and administers facility-related maintenance and service contracts to support ongoing building operations and reduce reactive maintenance. In coordination with Facilities Maintenance staff, ensures capital improvements align with operational needs and long-term maintenance considerations; coordinates warranty repairs, manages project documentation, and leads project handoff activities to ensure maintenance staff receive complete information for successful long-term operation of completed projects. Reviews and checks for accuracy of progress reports submitted by contractors. Prepares a variety of written correspondence including cost estimates, project budgets, and operational correspondence; prepares or coordinates special research studies and comprehensive reports related to City building facilities. Oversees implementation and ongoing updates to the Facility Maintenance Management Plan, ensuring completed projects are reflected as well as evolving facility conditions, warranty obligations, and maintenance strategies. Coordinates inspections of construction process; interprets, explains, and enforces regulations, ordinances, and policies to contractors; approves minor change orders. Reviews plans, maps, specifications, contracts and other documents, ensuring conformance with federal, state, and City codes and regulations. Prepares daily progress notes on each project; identifies needed changes to construction plans and details; evaluates alternatives and makes effective recommendations. Performs related duties as required. Qualifications Knowledge of: Engineering objectives, principles, procedures, standards, and practices. Statistical analysis and mathematical concepts related to engineering process. Terminology, symbols, methods, techniques, and instruments used in engineering graphics and drafting. Principles and practices of contract administration, project management, budget development, capital improvement programs, capital project financing, and project delivery methods. Principles of facility systems including HVAC, electrical, plumbing, and building envelope. Principles of lifecycle asset management and facility maintenance planning Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. Applicable federal, state, and local laws, rules, regulations, and procedures relevant to assigned areas of responsibility. City and mandated safety rules, regulations, and protocols. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff. Diversity, equity, inclusion, and belonging concepts and principles, including their significance in organizational dynamics and the functioning of the City and their impact on fostering innovation and collaboration. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Current equipment and community tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Ability to: Research, analyze, and summarize engineering data. Interpret maps, plans, and specifications, graphs and statistical data. Make complex engineering calculations quickly and accurately. Analyze facility conditions and recommend practical, cost-effective solutions Read, understand, and review documents for accuracy and relevant information. Respond to complaints or inquiries from members of the public, staff, and outside organizations. Prepare clear, effective, and accurate reports, correspondence, and other written materials. Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Engage with a diverse public and workforce, facilitating inclusive service delivery, and implementing equitable city policies. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education and Experience: A bachelor’s degree from an accredited college or university with major coursework in engineering, construction management, architecture, business administration, or related field and three (3) years of progressively responsible facility or highway project management experience. License and Certifications: Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver’s license. Retired Annuitants: This is a regular full-time position. Retired Annuitants are not eligible for appointment to this position under Government Code Sections 7522.56, 21224, 21227, and 21229. Retired CalPERS members may apply only if they are planning to voluntarily reinstate from retirement. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
