To help achieve this aim, government has committed £16 billion of capital to be invested and managed through Homes England Investment Directorate. The Investment Directorate is evolving into a significantly more powerful and flexible investment arm, reconstituted as the National Housing Bank. This transition provides not only increased capital to be deployed but also broader powers, more autonomy and a clearer investment mandate, positioning Homes England as a central driver of both housing supply and long term housing market reform. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in a generation. A bit about the role... The role of the Guarantees team is to attract new and additional capital and partners to the housing sector and create platforms that act as conduits for institutional capital to aid in the delivery of high-quality homes in well-designed places. This team has the appetite and resources to shape the future of housing investment in a fast growing, national organisation with real social purpose. Working in a team with Martin Taylor, our Head of Housing Guarantees Transactions theSenior Manager – Housing Guarantees Transactions will play a critical role in ensuring that Homes England is an effective programme partner for MHCLG in the delivery of its Housing Guarantee Schemes. These schemes are operated by private sector delivery partners under licence from MHCLG. The delivery partner raises long term debt from institutional investors – usually via public bond issuances – on-lends this to developers of specialist Build to Rent and Affordable Housing, and manages the loans over their term (which can be up to 30 years). Because government (via the secretary of state for MHCLG) guarantees that investors will get repaid on time, it is less risky for investors than lending directly to the developers. This benefit to investors reduces the interest rate developers have to pay, making projects and business plans more viable. Homes England manages the licences with the delivery partners on MHCLG behalf, and theSenior Manager – Housing Guarantee Transactions will be key to overseeing the deployment and portfolio management of the guarantee programmes, building relationships with the private sector partners, MHCLG and Homes England’s internal stakeholders. You will be joining our small and highly skilled team who are committed to the delivery of the Housing Guarantee Schemes. Martin believes in working in a collaborative and flexible way to provide a first-class service that balances the need to achieve MHCLG’s policy objectives with the need to ensure the guarantor’s risk is appropriately managed and monitored. The team takes an innovative and creative approach to achieving this balance, and values diversity in experience and perspective to foster good decision making and problem solving. This is a rare chance to shape the future of guarantees scheme management in a fast growing, national organisation with real social purpose. Working with key stakeholders and a professional risk team you will ensure efficient, consistent and effective transaction and portfolio analysis, and have the opportunity to help create a sustainable platform for the long-term operation of the guarantees schemes. A bit about you… You will be comfortable being involved in discussion about, and often guiding delivery partners through, any issues arising on new transactions and portfolio management. This will require you to use your lending expertise, your sector expertise, your understanding of how government relationships with private sector partners operate, an understanding of what risks MHCLG faces as guarantor and how to navigate government approval processes, often within a very tight timeframe. Everything we do is oriented towards ensuring that the schemes deliver on their full potential to deliver more homes while mitigating the guarantor’s risk.
