Job Description Job Title Western Regional Radio System (WRRS) Manager Department Office of Emergency Management OR Information Technology FLSA Status Non-Exempt Reports To Burnet County Judge SUMMARY This position is responsible for maintaining and managing the regional public safety and public service radio systems and networks. Work involves ensuring the continuous and efficient operation of the county and the Western Regional Radio System. Performs maintenance on radio system infrastructure; assists with incidents, emergency situations, and disaster response. Maintains licensing and ensuring compliance with all local, state, and federal guidelines. Participates, coordinates and promotes local, regional and statewide planning related to interoperability and effective communication systems. Provides support and troubleshooting of radios for agencies utilizing WRRS. ESSENTIAL DUTIES AND RESPONSIBILITIES Manage the two-way trunked radio communication across Blanco County, Burnet County, Llano County, the City of Lampasas, and possible future partners while maintaining 100% operational reliability. Manage maintenance, upgrade and expansion projects of Provide technical assistance and training for radio system Program or manage contractors to program radios for use on the system, including creation and modification of Manage contractors and/or vendors working at WRRS Develop and implement plans for preventative maintenance, system upgrades, Ensure compliance with FAA, FCC, TxSWIC, GATRRS, and any other regulatory organizations, as Administers financial operations for the WRRS including recommending annual budget, obtain purchase orders, manage contracts, and ensure proper billing for Provides updates, reports, and proposals to the WRRS Executive and Operational Subject to 24/7 call to support emergency Other related duties as assigned KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: Operation, installation and programming of wireless radio systems and equipment to include VHF, UHF, 700/800/900 MHz conventional, and 800 MHz trunked radio systems; APCO P25 Public Safety Standards; Motorola R56 Standards and compliance; Microwave technology; Program and Project Management FCC rules and licensing procedures; FAA Rules and Regulations as they pertain to wireless communications and tower structures; Knowledge of applicable wireless state and federal legislation impacting public safety and public service agencies; Personal Computer skills and software, including Microsoft Office; Principles and practices of computer networking; Grant application and management; Ability to: Manage, direct, and coordinate the work of subordinate staff members; Remain calm in emergency situations; Perform multiple tasks simultaneously in a timely manner; Be detail oriented, and have strong communication, interpersonal, problem solving, analytical, organizational, conflict resolution, and stress tolerance skills; Interpret and apply federal, state, and local policies, laws and regulations; Communicate and understand clearly and concisely, both verbally and in writing; Effectively speak to small audiences to convey information; Conduct business with the public in a professional, courteous manner; Establish and maintain effective working relationships with those contacted in the course of the job; Operate equipment required to perform essential job functions; Work independently in the absence of supervision; Work in a safety-conscious environment and to follow and promote good safety practices; Maintain confidentiality of information encountered in work activities at all Skills Successful completion of IS classes: 100, 200, 700, & 800, and 3/4; or completion within twelve (12) months of employment Certified (or obtain necessary credentials) in radio programming within twelve (12) months of employment; PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. MINIMUM EXPERIENCE, EDUCATION, REQUIREMENTS: Three (3) years’ experience in installing, operating, and programming subscriber radio equipment; Experience with managing P25 trunked radio systems and basic computer Bachelor’s degree in Electronics, Engineering or closely related Three (3) years of increasingly responsible management experience in the wireless communications field, with an emphasis on public safety voice radio systems; Experience above the minimum may be substituted on a year to year basis for education Valid Texas Driver’s License Successful completion of IS classes: 100, 200, 700, & 800, and 3/4; preferred Certified (or obtain necessary credentials) in radio programming preferred Certified Communications Unit Leader and Communications Technician preferred SELECTION GUIDELINES: Formal application; rating of education and experience; oral interview; reference and other background checks; job-related tests may be required. *** This position is subject to random and/or reasonable suspicion and/or post-accident testing for drugs and alcohol. *** #J-18808-Ljbffr
