WestCoast Children's Clinic, located in Oakland, California, is a non-profit community psychology clinic that provides mental health services to Bay Area children, youth and families. Position Details
Title : EMPOWR Intensive Care Coordinator (ICC), Bilingual Spanish
Classification : Regular Full Time (1.0 FTE), Non-exempt (Hourly)
Location : Oakland, CA / Hybrid (availability to provide client services in-person and complete documentation remotely)
Regular Work Schedule : Full time, M-F
Compensation:
- $38.08 per hour for bilingual Spanish candidates, inclusive of 10% language differential
The Team-Based model of care program named EMPOWR (EMbracing, Progress and Opportunities, We Rise) aims to support transition aged youth (TAY, 16-24) attain mental health support, housing stability, employment and education gains, and community connections. The program provides community-based therapy, case management and care coordination, and peer and family support through a team-based model. The whole team collaborates on one shared caseload, providing youth with an entire team of support, and allowing staff to share in the successes and challenges of their clients.
The Intensive Care Coordinator (ICC) provides support and guidance to family and community members who are a source of strength for the youth. They help bring other providers and the youth's natural supports together. This position is responsible for engaging and assisting foster youth and other clients, family members, foster parents, and other support persons in forming a Child and Family Team (CFT). The CFT works with identified support persons from natural supports (friends, extended family, neighbors, community members) and formal system partners (child welfare, education, juvenile probation, etc.) to comprehensively address the child and family's identified goals.
The position draws on lived experience to provide support and guidance to family and community members who are a source of strength for the youth. They help bring other providers and the youth's natural supports together. Because of their lived experience, they help create a connection with family and other close contacts, and offer a unique perspective to the rest of the team.
How you'll make an impact:- Assessment and Care Planning - Conduct comprehensive biopsychosocial, behavioral health, risk, and functional assessments for clients with complex and high-acuity needs. Support the development, implementation, and monitoring of individualized care plans using evidence-based and trauma-informed practices. Evaluate clinical progress and modify interventions based on ongoing assessment and professional judgment.
- Facilitate Child & Family Team (CFT) Meetings - Regularly schedule, organize and facilitate CFT Meetings with youth/families and their community stakeholders. Facilitation training will be provided.
- Team-Based Care - Enthusiastically able to work collaboratively as part of a multidisciplinary treatment team to support youth and families with developing and making progress toward their goals.
- Clinical Care - Manage a caseload of up to 19 clients and ensure 60% (24 hrs / week) are dedicated to providing behavioral health services to youth and families; Uphold ethical and legal responsibilities, complete high quality documentation, link youth to resources, support skill building, assess needs, strengths & provide crisis intervention and de-escalation. Represents our mission, philosophy, and upholds ethical and legal responsibilities as a mandated reporter.
- Crisis Intervention & Clinical Decision Making - Independently and collaboratively assess and respond to behavioral health crises, safety concerns, and urgent client situations. Exercise professional judgment in determining appropriate interventions, escalation procedures, mandated reporting obligations, and emergency referrals.
- Cultural Humility - Awareness of the impacts of power, privilege, race and SOGIE on self, clients & others.
- Efficiency and Time Management - Ability to be well-organized, manage time/schedule effectively, prioritize and complete timely documentation.
- Work in Community Environments - Openness to providing services in a variety of community settings such as homes, schools, parks, shelters, other agencies, etc.
- Relationship Centered - Understands the value of building healthy relationships to help youth navigate complex systems and how trauma can impact youth and team dynamics; Open to Restorative Justice Practices.
- Commitment to Ongoing Learning - Ability to use supervision effectively; Ability to be self-reflective and accountable to growth areas; passionate about learning and participating in ongoing training provided by WCC. Participate in individual and group supervision, program meetings and trainings consistently.
- Progress Notes and Clinical Documentation - Knowledge of or ability to learn Medi-Cal reimbursement procedures and billing; This position requires the completion of daily progress notes and other clinical documentation which complies with policies and procedures for meeting EPSDT Medi-Cal and other billing requirements as set by WCC.
- At least 2 years of professional experience working directly with children and/or families from a mental health framework in behavioral health, care coordination, intensive case management, social services, healthcare coordination, or related clinical services.
- Group, training or treatment team facilitation experience and skills are required.
- Bilingual in Spanish*
- Bachelor's or Master's degree in Psychology, Social Work, Human Services, Counseling, or a related field required. Candidates with significant relevant professional experience in mental health or behavioral health services may be considered in lieu of a degree.

- Flexible schedule with ability to work evenings and occasional weekends as needed.
- Ability to travel by car to meet with clients, generally within a 90 mile radius of the WCC office. Clean CA DMV record, current car insurance and a vehicle; travel is required.
- Demonstrated experience working with children and families who may be involved in the child welfare system.
- Case management skill – assessment/evaluation, crisis intervention, ability to use supervision effectively, ethical and legal responsibilities, high quality documentation.
- Cultural humility - knowledge of issues of race, class and ethnicity.
- Efficiency and time management - ability to be well-organized and complete timely documentation.
- Collaboration and team functioning - able to work independently and collaboratively as part of a multidisciplinary team.
- Ability to work with clients who have complex traumatic histories and other attachment difficulties.
*Spanish Language Proficiency Requirement
This is a bilingual Spanish/English position. Candidates must demonstrate advanced Spanish language proficiency in order to effectively provide services to Spanish-speaking clients and families.
Final candidates will be required to complete an ALTA Language Proficiency Test administered by WestCoast Children's Clinic and must achieve a minimum score of Level 9 (Advanced) to qualify for the position.
A Level 9 proficiency indicates the ability to:
- Participate in in-depth conversations in Spanish across a broad range of topics at a normal rate of speech
- Understand most spoken Spanish in professional and conversational contexts, using context to interpret unfamiliar slang, idioms, or complex grammar
- Communicate clearly and effectively on a wide range of subjects, even if some grammatical errors or a noticeable accent are present
- Be readily understood by native Spanish speakers without causing misunderstanding
