Budget Analyst

Budget System Business Analyst/Subject Matter Expert (SME) – a role within The Greentree Group, a leading technology solutions provider for federal, state, and commercial clients. Position Details Title: Budget System Business Analyst/Subject Matter Expert (SME) Location: Beavercreek, OH Job ID: BSBA-26-026 # of Openings: 1 Responsibilities Provide functional, operational, maintenance, and support for budget and planning systems. Translate conceptual and operational requirements into clear functional requirements for developers and project teams. Perform functional acceptance software testing. Develop and conduct requirement reviews. Investigate and perform root‑cause analysis to resolve system issues. Create end‑user functional system documentation and provide end‑user training. Minimum Qualifications Bachelor’s degree in a related field or 10 years of federal budget experience. Understanding of DoD, Air Force, and PPBE processes. Knowledge of program and organizational levels, exhibit management, reporting, submission tracking, and budget justification books (j‑books). Analytical and problem‑solving skills. Direct experience with data collection and analysis. Experience testing and mapping business processes. Ability to interpret technical discussions, analyze and solve problems, while creating and maintaining documentation. Excellent communication, organizational, time‑management, and problem‑solving skills. Ability to prioritize, work accurately, and meet deadlines independently and as part of a team. U.S. citizenship and availability for a National Agency Check Investigation (NACI) clearance. Desired Qualifications Familiarity with IDECS and/or KDSS. DoD Financial Management certification Level 1 or 2. Experience gathering and tracking system requirements through the full lifecycle and performing acceptance testing. Knowledge of audit standards including GAO, OMB, OUSD(C), DFAS, and Air Force FIAR strategy (Red, Green, Blue books). Experience creating dashboards for stakeholders. Program Management, Business Analysis (CCBA), or Organizational Change Management (OCM) certification. Benefits Medical: 100% employee premium covered under HDHP.
