OT on a Exempt Technical Element Basis located CONUS - Ten (10) States: Colorado, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming Across The Mid West Region supporting a federal agency within the Dept of Defense whose geo area encompasses a vast geographic region that includes all or parts of ten states: Colorado, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming to provide critical engineering services to strengthen national security, support economic growth, and mitigate disaster risks focusing on flood management, environmental restoration, and military construction across the Missouri River Basin. The USACE NWO mission is to deliver vital engineering solutions, in collaboration with partners, to secure the nation, energize the economy, and reduce disaster risks by focusing on a diverse array of missions, including flood risk management, navigation, hydropower, environmental restoration, and regulatory oversight. Seeking UXO Safety Officer candidates with relevant Environmental Management Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Environmental Management Sector Clients such as USACE. This as a Technical Element or Contract W-2 (IRS-1099) Position and ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position. JOB OVERVIEW Provide services and support as a Environmental Remediation Services (ERS) (UXO Safety Officer) in the Environmental Management Industry Sector focusing on Environmental Services Solutions for clients such as Department of Defense (DoD - USACE) | U.S. Army Corps of Engineers, Northwestern Division, Omaha District (USACE NWO) Area of Responsibility (AOR) Generally Located In CONUS - Ten (10) States: Colorado, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming and across the Mid West Region. RESPONSIBILITIES AND DUTIES - UXO Safety Officer | Environmental Management [USACE038043] Implement and enforce safety protocols in UXO operations; conduct safety training; monitor compliance. Unexploded Ordnance (UXO) Qualified Personnel: The Senior Unexploded Ordnance Supervisor (SUXOS), Unexploded Ordnance Safety Officer (UXOSO), and Unexploded Ordnance Quality Control Supervisor (UXOQC) (Resumes may be required at the task order level) shall be employees of ProSidian Consulting (The Prime Contractor) or submit a Letter of Commitment signed by the UXO employee at the time of Task Order RFP. Responsibilities and Duties: Implement and enforce safety protocols across all UXO operations, ensuring compliance with DoD and project-specific safety standards. Conduct safety briefings, training sessions, and risk assessments for UXO personnel. Monitor on-site activities to identify and mitigate safety hazards related to UXO operations. Investigate incidents and near-misses, and recommend corrective actions to prevent recurrence. Maintain and update safety documentation, including risk assessments, safety plans, and incident reports. The designee shall be qualified IAW DDESB TP 18. Department of Defense (DoD) Explosives Safety Board Technical Paper 18 (DDESB TP 18) stands for. DDESB TP 18 is a guideline document published by the DoD that provides standards and procedures for the qualification and training of personnel involved in Unexploded Ordnance (UXO) operations. DDESB TP 18 serves as the authoritative guideline for qualifying UXO personnel, ensuring they have the necessary skills and knowledge to safely conduct ordnance disposal and related tasks. Importance: This technical paper is crucial for maintaining safety standards in environments where unexploded ordnance or other explosive hazards are present, reducing the risk of accidents and ensuring compliance with DoD safety protocols. Key Points about DDESB TP 18: Purpose: The document sets forth the minimum qualifications, training requirements, and experience necessary for UXO personnel to ensure safe and effective operations in explosive ordnance disposal (EOD) and related activities. Content: TP 18 includes detailed information on the different levels of UXO technicians, supervisors, and safety officers, specifying the required certifications, experience, and training for each role. Compliance: Adherence to TP 18 is mandatory for all UXO operations conducted by or on behalf of the Department of Defense. It ensures that personnel are adequately trained and qualified to handle explosives safely and effectively. Qualifications Desired Qualifications For UXO Safety Officer | Environmental Management [USACE038043] Candidates: Experience in UXO safety management; strong knowledge of safety regulations and procedures. Standard Qualifications: Extensive knowledge of safety regulations and standards related to UXO operations. Experience in conducting safety audits, training, and incident investigations. Familiarity with DoD safety standards, particularly DDESB TP 18. Education/Experience Requirements/Qualifications: Education: High school diploma or equivalent; specialized training in occupational safety or related fields is highly preferred. Experience: At least 7 years of experience in UXO operations, with 3 years in a safety role. Skills Required: Safety protocol enforcement, training delivery, hazard identification. | Professional Licensure: UXO Technician III or IV certification, Safety Officer Certification. Skills Required: Strong understanding of safety management principles. Competencies Required: Excellent oral and written communication skills (This employer participates in the e-Verify program). Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe) Ancillary Details Of The Roles: Permits/Licenses: Team ProSidian shall obtain permits and licenses necessary to conduct the work required by this contract, including, but not limited to, environmental permits, building permits, discharge permits, Nuclear Regulatory Commission (NRC) or state licenses for radiation activities, and Department of Transportation (DOT) permits for transport of Munitions and Explosives of Concern (MEC) and Hazardous, Toxic and Radioactive Waste (HTRW) on public highways. Team ProSidian shall comply with all applicable Federal, State, and local laws and regulations, including Technical Bulletin TB 700-2, "Department Of Defense Ammunition And Explosives Hazard Classification Procedures," when transporting MEC.
