CDOC Only -Clinical Private Prison Medical Monitor

Position located in Colorado Springs, Colorado. This position is only open to permanent employees of the Colorado Department of Corrections. Responsibilities Monitor clinical operations of multiple work units and act as a liaison between the DOC and the private prison health care staff; Provide professional health care oversight of the private facilities by monitoring contractual compliance, clinical operations and DOC clinical policy and procedures; Audit health care files and conduct on-site visits to ensure that services provided are consistent with quality of care parameters, standards of care, and DOC clinical policy, standards and procedures and reports the outcomes of audits; Ensure contract staff compliance with the offender grievance process and offender co-pay; Serve as the point of contact for medical inquiries and corresponds within the required time frames; Provide detailed information to the Chief Medical Officer (CMO), Associate Director of PPMU, Regional Health Services Administrator, and the Quality Assurance Administrator for all sentinel events, infectious outbreaks, deaths, and reportable incidents (AR 100-7); Assist with medical clearance of offenders housed at a private prison and clearing offenders for interstate compact movement; Attend DOC Clinical Services meetings to ensure contract compliance and relays information to the private prison Health Service Administrator's to provide technical guidance and direction; Monitor and assurance of compliance with the Quality Management Program (AR 700-10) consistent with ACA guidelines; Provide recommendations and observations for training specific to identified areas of non compliance; Ensure that private prison clinical staff comply with all electronic data entry and information system requirements; Interview offenders housed in correctional facilities throughout the state; Perform on-call and call back functions; Frequent in-state travel to include biweekly visits to each private prison is required for the position. Additional travel to DOC state facilities will be required as needed; Collaborate with external stakeholders (State, Federal, and Private agencies) and internal stakeholders to ensure ongoing success of retention and recruitment programs; Evaluate the effectiveness of retention and recruitment programs through measurable outcomes and reporting mechanisms; Monitor Contractor performance of its obligations for each assigned Contract (medical, dental, mental health, optometry, etc.); Ensure the nursing education program and curriculum meet current nursing standards of care, scope of practice, CO Board of Nursing rules and policies, and correctional standards of care; Serve as the single point of contact for all agency/temp staff inquiries from the Chief of Medical Services, DOC PublicInformation Officer, Joint Budget Committee (JBC), Office of Inspector General (OIG), and other external stakeholders; Evaluate staffing patterns and temp/agency staffing needs for each clinical unit in collaboration with facility HSA and facilitate placement of qualified temp/agency staff to meet its constitutional mission of providing health care to all offenders housed in DOC; Design strategies, systems, processes, guidelines, rules, and standards that are mission critical to Clinical Services. Minimum Qualifications Applicant must have nine years of professional experience providing direct patient care as a Licensed Practical Nurse, Registered Nurse, Nurse Practitioner, Physician Assistant or Physician and one of the three years must have included experience auditing clinical operations in a correctional setting. Special Qualifications Licensure: Applicant must possess a valid, active license from the State of Colorado as a Registered Nurse, Nurse Practitioner, Physician Assistant or Physician. Substitutions: An Associate's Degree from an accredited college or university in the medical field plus seven years of professional experience providing direct patient care. Preferred Qualifications Extensive experience auditing clinical operations in a correctional setting; Experience providing oversight of a medical program. Required Competencies Advanced knowledge and a thorough understanding of Clinical Services Administrative Regulations, Clinical Services Standards and Procedures, ACA standards, State/Federal Statutes, State Licensing/Credentialing and Regulatory Board standards; Excellent interpersonal skills with the ability to collaborate effectively within the Department, with private prison staff, and external stakeholders; Ability to interpret, apply and relay critical information; Applicant must possess excellent communication skills (written and verbal); Ability to utilize standardized clinical auditing tools; Ability to work with offenders housed in a correctional facility; Ability to travel in a state vehicle; Exceptional candidate must be independent, extremely thorough and detail oriented, flexible, and be a proactive problem solver. Ability to read and comprehend the English language; Ability to effectively communicate fluently in English both verbally and in writing; Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind.
