Under the general direction of the Supervisor II (Sup II), the Analyst II performs the more responsible, varied, and complex technical analytical assignments related to workforce development. The incumbent will serve as a project manager and program developer for various projects to support workforce development efforts for the California Department of Tax and Fee Administration (CDTFA). The Analyst II will work on projects that may include the development, coordination, and ongoing maintenance of programs that support the skills development of non-supervisory team members and prepare them for leadership opportunities.

This limited term position may be extended up to twenty-four (24) months if workload is extended or become permanent if workload becomes permanent.

Under Government Code 14200, this position may be eligible for partial telework for eligible candidates residing in California. All telework/hybrid schedules require staff to report to the office a minimum number of days per week. Schedules are subject to change.

Currently, per the California Budget Act of 2025, all California Department of Tax and Fee Administration salaries are subject to the provisions of the State of California’s Personal Leave Program.

Working Conditions

• Position may be located in a high-rise building.
• Telework is available twenty percent (20%) of the time.
• Standard office environment (for example, artificial lighting, controlled temperature, among others.).
• Requires being in a stationary position, consistent with office work, for extended periods of time.
• Daily use of a personal computer, office equipment, and/or telephone.
• Must be able to move/transport materials weighing up to twenty (20) pounds, with or without reasonable accommodation.
• Nationwide travel may be required.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Familiarity with CalHR's Core and Leadership Competency Model.
• Familiarity with instructional design methods (e.g., ADDIE or SAM).
• Familiarity with in-person and online professional learning facilitation.
• Familiarity with coaching and leadership development skills.
• Familiarity with public speaking.
• Familiarity with stakeholder engagement and collaboration.
• Familiarity with project management and coordination.
• Familiarity with event planning and coordination.
• Familiarity with shifting priorities, adaptability, and flexible problem solving.
