Attorney IV – California Public Utilities Commission Effective July1,2025 , the California Public Utilities Commission has launched the Personal Leave Program (PLP)2025 with Pay Differential386. The program temporarily reduces state employee pay in exchange for leave hours to address budget shortfalls. Salary ranges in this posting exclude the temporary reduction. Position Details: Multiple Positions – Permanent, Full‑Time, Hybrid telework. Location: United States. About the Role The Legal Division, through the General Counsel, serves as the attorney for the Commission. Attorneys provide legal advice on matters such as rate cases, wildfire risk reduction, regulation of transportation companies, rulemaking for decarbonization, broadband infrastructure, and consumer advocacy. Attorneys also represent the Commission in challenges before the courts of appeal, federal courts, and federal agencies such as the Federal Energy Regulatory Commission. Key Responsibilities Advise Commissioners and decision‑makers on complex regulatory issues in energy, telecommunications, transportation, and rail sectors. Represent the Commission in appellate court proceedings and in litigation before federal regulatory agencies. Prepare legal analysis and advice to support decision‑making. Coordinate and assign work to a group of attorneys in specialized areas under the direction of an Assistant Chief Counsel. Provide representation in challenges before federal agencies and courts of appeal. Qualifications & Requirements Demonstrated experience as a practicing attorney in relevant areas of law. Expertise in public utility regulation, law, and policy. Ability to independently perform complex and sensitive legal work. Strong written and oral communication skills.
