Direct End Client: State of New York Department: Office of Children & Family Services (OCFS) Project: OCFS Agency Online Profile (OAOP)
Job Title: Systems Developer (Expert) Duration: 24 Months Start Date: 09/23/2026 Location: Swan St, Core 3, Albany, NY 12228 Position Type: Contract No. of Hours: 40 Hours/Week Interview Type: Webcasting (Candidate must be on camera) Work Schedule: 8:00 AM – 5:00 PM (30-minute unpaid lunch) Telecommute: Yes – 50%
Position Summary
The selected consultant will provide analysis, development, reporting, testing, and implementation efforts for the OCFS Agency Online Profile (OAOP).
OAOP is a statewide web-based application utilized by the Division of Child Welfare & Community Services (CWCS) and Youth Development and Partnership Success (YDAPS).
The consultant will work under the direction of a Project Manager.
Responsibilities
- Perform development, reporting, testing, and implementation activities for OAOP.
- Apply advanced expertise in.NET technologies, including ASP.NET MVC and.NET Core, and Oracle SQL.
- Gather requirements from users and translate business needs into technical solutions.
- Analyze, design, and author detailed technical specifications for programs and processes.
- Optimize application performance, including database queries and backend processing.
- Collaborate with cross-functional teams, including Business Analysts, QA, and Infrastructure teams.
- Consolidate testing efforts by designing and executing test strategies.
- Perform unit, integration, and regression testing.
- Support User Acceptance Testing (UAT).
- Identify and resolve defects.
Required Skills / Qualifications
- 84+ months of experience developing n-tiered applications utilizing.NET using MVC pattern.
- 84+ months of experience writing and developing Web Services or Windows Communication Foundation (WCF).
- 84+ months of experience with PL/SQL, including writing packages, stored procedures, and triggers in Oracle databases.
- 72+ months of experience designing and developing application reports using Microsoft reporting tools such as SSRS.
- 72+ months of experience designing and deploying complex SQL objects and relational databases.
- 60+ months of experience performing CI/CD using Azure DevOps, including automated builds, build and release pipelines, and creating work items.
- Bachelor's Degree.
