Beach Maintenance Worker I/II (Part-time/Seasonal)

The City of Del Mar is currently accepting applications for Beach Maintenance Worker I/II (Part-time/Seasonal) in the Public Works and Community Services Departments. This position requires availability to work weekends. This is a continuous recruitment that may be used for current and/or future vacancies. Seasonal/Part-time Workers may work for a limited period of time or on a regular part-time basis throughout the year, not to exceed 1,000 hours of paid time per fiscal year (July 1 June 30). This is not a full-time position.

SCHEDULE The following shifts are available Monday through Sunday:

• Public Works Department schedule:
• Summer Shift: Early Shift: 6:00 am-12:30 pm Late Shift: 1:00 pm-7:30 pm
• Off-Season Shift: Early Shift: 6:00 am-12:30 pm Late Shift: 12:00 pm-4:30 pm
• Community Services Department schedule:
• Year-round shift: 6:00 am 2:30 pm

Shifts may vary depending on operational needs and special events.

GENERAL PURPOSE Under supervision (Beach Maintenance Worker I) or general supervision (Beach Maintenance Worker II), provides general assistance for a limited period of time in support of assigned operations including, but not limited to: general manual labor; clean and perform routine maintenance of City beaches, open spaces, and community service facilities; as directed, set up and arrange Power House Community Center for events.

DISTINGUISHING CHARACTERISTICS An incumbent assigned in this class is responsible for the maintenance and upkeep of City beaches, open spaces, and community service facilities. Seasonal Worker (Beach Maintenance) is differentiated from Utility Worker I/II in that the latter is responsible for the upkeep, maintenance and repair of a wide range of City equipment and facilities, including water and sewer infrastructure, requiring a more diverse skill set, licenses and certifications, and knowledge base.

THE ESSENTIAL DUTIES The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.

• Beach Maintenance Worker I (Part-time/Seasonal):
• Cleans City beaches and open spaces; removes trash;
• Operates, maintains and performs minor repairs of beach cleaning equipment.
• Performs custodial and routine repair and maintenance duties at Power House Community Center and other City facilities, including public restrooms; sweeps, mops and buffs floors; vacuums carpet, rugs, steps and mats; cleans and sanitizes restrooms; orders and replenishes assigned supplies; cleans grounds; removes trash; cleans windows and furniture; performs minor and routine repairs to community service facilities, such as replacing lightbulbs, painting and patching drywall.
• As directed, organizes and sets up chairs, tables, kitchen and other equipment in City facilities for assigned events.
• Identifies and, via radio, notifies management of problems on the beach, parks and streets before, during and after hours.
• Provides general assistance and information to visitors to the community center and beach-goers; appropriately responds to or resolves routine questions, inquiries and complaints; if warranted, refers requests and complaints to management.
• Beach Maintenance Worker II (Part-time/Seasonal): In addition to the duties listed for the Beach Maintenance Worker I, the following apply:
• Positions in this class are highly-skilled seasonal staff. The distinguishing roles of this position, advanced knowledge of specialized skills, training, and increased supervisory roles.
• Employees within this class are distinguished from the Beach Maintenance Worker I by the performance of the full range of duties as assigned.
• Employees at this level receive limited instruction or assistance, and are aware of the operating procedures and policies of the work unit.
• Employees in this class are flexibly staffed and are normally filled by advancement from the Beach Maintenance Worker I level or have equivalent experience.
• Beach Maintenance Worker II is expected to participate in on-the-job training of new-hires.
• May also be assigned to general maintenance and basic repairs of bikes and e-bikes.

THE DESIRED MINIMUM QUALIFICATIONS Knowledge of: Procedures, practices and techniques related to the upkeep of City beaches and facilities; practices and procedures of two-way radio communication. Ability to: Establish and maintain effective working relationships with staff and the public; follow written and oral instructions.

• Beach Maintenance Worker I: Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent. Minimum Qualifications: A valid California driver's license, Class C, with a satisfactory driving record.
• Beach Maintenance Worker II: Training and Experience: At least two years of general maintenance and repair experience. Minimum Qualifications: A valid California driver's license, Class C, with a satisfactory driving record.

SUPPLEMENTAL INFORMATION Physical Demands: While performing the duties of this class, an employee is regularly required to walk, stand and sit for long periods; climb or balance; stoop, kneel, bend, crouch or crawl; reach with hands and arms; talk and hear both in person and by phone or radio; use hands to finger, handle, feel or operate standard office and maintenance tools and equipment; and drive a vehicle. The employee regularly lifts, pushes or pulls equipment up to 100 pounds.

Mental Demands: While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; analyze and solve problems; use math; observe people and situations; read and interpret data, information and instruments; learn and apply new skills; work with constant interruptions; and interact with the public, some of whom may be dissatisfied, quarrelsome and/or abusive.

WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The employee regularly works under outdoor weather conditions, works on ladders in high, precarious places and may be exposed to harsh or caustic chemicals. The employee frequently works in outdoor weather conditions in or near moving and/or heavy traffic. The incumbent is regularly exposed to fumes or airborne particles and loud or prolonged noise levels and occasionally works near moving mechanical parts.

Compensation Probationary/Regular part-time employees shall be paid the hourly equivalent of the monthly salary paid to a full-time employee in the classification to which they are assigned or paid according to the approved salary schedule for Miscellaneous, Part-Time, Temporary and Hourly Employees. Employees shall move through Steps A-E in their range at the discretion of the Department Head and with City Manager's approval and must have completed a minimum of one year of paid time at each previous Step and demonstrated satisfactory performance.

Part-Time, Seasonal, Temporary positions are limited to 1,000 hours per fiscal year. The City of Del Mar provides only limited benefits for temporary employees. These benefits include the City's retirement contributions of 1.45% to Medicare and 1.3% to the Public Agency Retirement System (PARS), an alternate retirement system. Employee contributions of 1.45% to Medicare and 6.2% to PARS are required for these benefits and will be deducted from employees' paychecks. Additionally, in accordance with State law, employees are provided forty (40) hours of sick leave annually based on their anniversary date with a 90-day waiting period before becoming eligible to use sick leave. Employees in these positions will receive one and a half times (1.5x) their normal hourly rate for all hours worked on all designated City holidays.
