Position Summary The principal function of an employee in this class is to manage the planning, design, and construction of assigned projects related to public works construction. The work is performed under the supervision and direction of the Water Renewal Capital Projects – Program Manager, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City personnel, utility companies, construction contractors, survey crews, consultants, elected officials, property owners, and the general public. The principal duties of this class are performed in a general office environment and in the field. Essential Functions Develop scope of work, budgets, and schedules for construction of public works projects. Manage contracts with design professionals, consultants, contractors, and equipment suppliers. Maintain files and project history, including plans, specifications, project correspondence, contracts, budget, financial information, and other historical project data. Manages and maintains electronic project files on the city server. Review expenditures and financial commitments to assure compliance with approved budgets. Provide assurance that all public works construction projects are in compliance with Federal, State, and local codes and regulations. Coordinate with city staff, contractors, agencies, and other interested parties to solve construction difficulties and problems, adjusting the original design or scope as necessary. Complete all project reports, charts, graphs, and correspondence. Prepares, updates, and reviews project staff update report. Review plans, specifications, construction progress, and completed projects for compliance with standards, products, and methods. Ensure work activities are carried out safely and efficiently. Plan, supervise, and evaluate the work of consultants, and contractors and provides direction in managing project issues. Provide project contract and construction management for City projects. Assume responsibility for other duties as required or assigned and attends meetings, conferences, workshops, and training sessions and reviews publications and audio‑visual materials to become and remain current on principles, practices, and new developments in assigned work areas. Required Education, Experience, & Licenses/Certifications High School Graduate or General Education Degree (GED) required. Bachelor’s degree in Construction Management, Civil Engineering, or closely related field and/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work. 5 or more years of experience in construction contracts and project management; water or wastewater treatment facility project experience is preferred. Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology. Valid State of Idaho Driver’s License. Required Knowledge, Skills & Abilities Considerable knowledge of Federal, State, and local public construction and procurement laws, codes, local ordinances, and regulations. Considerable knowledge of project design and construction management methods and practices. Considerable knowledge of materials, methods, techniques, terminology, and safety practices used in the construction and maintenance and repair of wastewater and/or water treatment facilities. Considerable knowledge of cost estimating for Public Works construction, maintenance, and repair projects. Considerable knowledge of construction plans, specifications, and construction details. Exceptional scheduling abilities. Proficient in Microsoft Project, Outlook, Word and Excel, Adobe Pro, and Bluebeam Revu. Effective communication skills with an ability to work in a team environment. Working knowledge of generally accepted construction standards and construction methods, materials, techniques, phases, practices, and procedures. Working Knowledge of environmental impact issues, laws, and regulations. Ability to plan, organize, and manage multiple construction and maintenance projects. Ability to effectively coordinate with Water Renewal Facility staff for planned construction activities and outages. Ability to effectively coordinate department services with other departments and providers. Ability to effectively review and oversee the work of consultants and contractors. Ability to effectively detect discrepancies or deficiencies in project construction work and construction plans. Ability to effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit. Ability to estimate construction costs, manage the development complex bid plans and specifications, control project costs, and maintain project schedules. Ability to communicate effectively with others, both orally and in writing, using technical and non‑technical language. Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations. Ability to quickly learn customized software applications appropriate to assigned tasks. Ability to prepare accurate and reliable reports containing findings, conclusions, and recommendations for various reports containing design and construction terminology. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time‑sensitive deadlines. Use logical reasoning to break down the work through a situation or problem to arrive at an outcome. Recognizing fundamental elements of a situation, clarifying the situation, examining the facts, evaluating, interpreting, and integrating solutions. Keep immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. Communicate and coordinate regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
