Job Title: Quality Control Manager Job Description
The Quality Control Manager oversees the quality control program for federal and military construction projects, ensuring all work complies with contract documents, project specifications, and government quality standards. This role develops, implements, and maintains project-specific Quality Control Plans, manages all quality documentation, and leads the Three Phases of Control process. The position works closely with project teams, subcontractors, and government representatives to deliver safe, compliant, and high-quality projects while supporting a strong safety-first culture and long-term growth opportunities.
Responsibilities
The work environment centers on active federal and military construction sites, with a strong emphasis on safety, quality, and collaboration. Project schedules typically follow either a 4/10 schedule (four 10-hour days) or a 5/8 schedule (five 8-hour days), with early start times generally between 5:30 AM and 7:00 AM depending on project requirements and site access. Most initial projects are located throughout Southern California, with local assignments in San Diego County, including installations such as Camp Pendleton and Miramar, which generally do not include per diem or mileage reimbursement. For projects outside San Diego County, employees may be eligible for per diem in accordance with project requirements and GSA guidelines. Potential project locations include military and federal sites such as China Lake, 29 Palms, Yuma, El Centro, Los Angeles, Travis Air Force Base, and other military installations. The organization maintains a continuous pipeline of federal projects, offering stability, a supportive and safety-first culture, and long-term potential for high-performing professionals. The client is open to candidates based outside California, particularly those experienced in federal construction who are accustomed to traveling from project to project, and work is performed using federal quality management systems such as RMS, ECMS, NAVFAC, and USACE platforms.

Responsibilities
- Develop, implement, and maintain project-specific Quality Control Plans for federal and military construction projects.
- Oversee and manage quality documentation, including submittal registers, testing logs, inspection reports, deficiency logs, and rework tracking.
- Conduct and lead Preparatory, Initial, and Follow-Up inspections as part of the Three Phases of Control process.
- Coordinate testing, inspections, and quality documentation with project teams, subcontractors, and government representatives.
- Ensure all work complies with contract documents, project specifications, and applicable government quality standards.
- Utilize RMS, ECMS, NAVFAC, and/or USACE quality management systems as required by each project.
- Manage project closeout documentation, including as-built records, warranties, and turnover packages.
- Lead quality control meetings and provide regular quality-related project reporting to stakeholders.
- Work collaboratively with Project Managers, Superintendents, owners' representatives, and government personnel to resolve quality issues and maintain compliance.
- Support a safety-first culture by integrating quality control processes with site safety practices and requirements.
- Maintain accurate, timely, and well-organized quality records throughout the project lifecycle.
- Support continuous improvement by identifying recurring quality issues and recommending corrective and preventive actions.
- 2-5 years of quality control experience in construction, preferably on federal or military projects.
- Hands-on experience managing Construction Quality Control (CQC) on federal or military construction projects.
- Experience maintaining Quality Control Plans, testing logs, submittal registers, deficiency logs, and project closeout documentation.
- Experience supporting NAVFAC, USACE, DoD, or other federal construction projects (highly preferred).
- Proficiency with RMS and/or ECMS quality management systems (strongly preferred).
- Familiarity with NAVFAC and USACE quality control processes and requirements.
- Strong written communication and documentation skills, with the ability to produce clear, accurate, and compliant records.
- Ability to lead and conduct Preparatory, Initial, and Follow-Up inspections within the Three Phases of Control framework.
- Ability to coordinate effectively with project teams, subcontractors, and government representatives.
- Demonstrated ability to ensure compliance with contract documents, project specifications, and government quality standards.
- Bachelor's degree in Construction Management, Engineering, Architecture, or a related field (preferred).
- Degree may offset some years of experience for candidates with strong certifications and federal construction exposure.
- Military construction experience (highly preferred).
- Background as a Veteran, Seabee, or Army Corps/Combat Engineer (considered a plus).
- Experience with NAVFAC, USACE, RMS, ECMS, and other federal quality control platforms.
- OSHA 30 certification (preferred but not required).
- EM-385 40-Hour training (preferred but not required).
- Competent Person certifications (preferred but not required).
- Hazwoper training (preferred but not required).
- Interest in long-term career growth within a respected federal construction environment.
- Ability and willingness to travel project-to-project, including outside California, especially for experienced federal construction professionals.
