Premium Pay In addition to the hourly salary, eligible applicants may receive premium pay for the items listed below: Bilingual pay: Qualified employees who meet the criteria found (page 16) shall receive an additional seventy $0.70 cents per hour for all hours paid Board Certification pay: Employees assigned on a regular, full-time basis in this classification, who are Board Certified in Child & Adolescent Psychiatry, shall receive, in addition to his or her salary, the equivalent of $1,000 monthly Other Additional Premium Pays Additional Compensation: Five (5) days Conference Leave for Continuing Medical Education paid leave per year Educational and Professional Reimbursement of $10,000 per year No On-Call Responsibilities Flexible work schedules may be available Psychiatrist Educational Loan Repayment Program (Psychiatrists employed at least half time in regular full-time position in all divisions of Behavioral Health Services, excluding Correctional Health Services, are eligible to receive up to $22,500 per payment through this program; with a maximum of ten (10) payments. This program will remain in effect as long as Mental Health Services Act (MHSA) funding is available. The County and HCA are under no obligation to continue funding this program should MHSA funding cease for this program.) Vacation & Healthcare Leave (OCEA, Non-Management) - You begin accruing vacation and healthcare leave from your first day on the job. The following are approximations of accrual rates during each 80-hour pay period: Leave Progression 1 (0 to 6,240 service hours ~ first 3 years) Vacation Accrual - 3 hours and 4 minutes per pay period (Approx. 2 weeks per year) Healthcare Leave - 2 hours and 46 minutes per pay period (Approx. 72 hrs. per year) Leave Progression 2 (6,241 to 20,800 service hours ~ after 3 to 10 years) Vacation Accrual - 4 hours and 36 minutes per pay period (Approx. 3 weeks per year) Healthcare Leave - 3 hours and 42 minutes per pay period (Approx. 96 hrs. per year) Leave Progression 3 (20,801 and above service hours ~ after 10 years) Vacation Accrual - 6 hours and 9 minutes per pay period (Approx. 4 weeks per year) Healthcare Leave - 3 hours and 42 minutes per pay period (Approx. 96 hrs. per year) 12 Paid Holidays Per Year This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (P.S.T.) on the day the County's needs are met. THE AGENCY The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community. BEHAVIORAL HEALTH SERVICES The Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, BHS Navigation, and Forensics and Justice Involved. These service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care. THE PROGRAM In Children and Youth Services (CYS) , there are a variety of direct client care opportunities to serve Orange County children, youth, transitional age youth, and their families impacted by mental illness and substance use disorders. CYS has three (3) major areas of service: 1) Regional outpatient clinics, (including intensive community-based recovery-oriented services) 2) programs serving youth in the juvenile justice system, and 3) programs serving foster youth. All programs strive to provide high quality, evidence-based services in a system that addresses the specific and unique needs of the individual and their support systems. Those served by CYS come from a variety of cultures and diverse backgrounds. The population served consists of children, youth, and transitional age youth ages 0 through 25. THE OPPORTUNITY This position is necessary to provide psychiatric services to children and youth in CYS outpatient clinics. The Psychiatrist will collaborate with a team of professionals both within the HCA, and with other County agencies with whom the programs partner with to ensure comprehensive care is provided. Additional job duties include, but are not limited to: conducting psychiatric evaluations on a scheduled or in a crisis situation, ordering lab tests, gathering medical, psychiatric, and social information from various sources, and creating treatment plans involving medication or other therapeutic approach. DESIRABLE QUALIFICATIONS & CORE COMPETENCIES: The ideal candidate will be certified in child and adolescent psychiatry by the American Board of Psychiatry and Neurology and have completed a two (2) year fellowship in child and adolescent psychiatry. Bilingual skills are highly desirable but not required. In addition, the ideal candidate must demonstrate substantial knowledge and practical experience directly related to the following competencies below: Professional & Technical Expertise Perform prevention, diagnosis, and treatment of seriously mentally ill (SMI) patients Clear patients from acute mental crisis (e.g. schizophrenia, affective disorder, anxiety disorder, substance abuse disorder, childhood mental disorder, and depression) Provide care during psychiatric emergencies, including life-support measures and stabilization of mentally ill patients Respond and manage patients experiencing mood swings, anxiety, anger, substance abuse, and other major mental illnesses Treat patients with addiction and drug withdrawal by recognizing all of the following withdrawal symptoms: Emotional, Physical, Dangerous, Post-Acute Implement psychiatric treatment guidelines to meet state and federal mandates Thorough knowledge of the predictors of physical aggression in psychiatric patients Proficient use of an Electronic Health Record (EHR) to monitor the individual's status, document medical services, enter orders for pharmaceuticals and laboratory studies, and determine and document medical necessity Building & Maintaining Relationships | Interpersonal Savvy Demonstrate a calm and flexible demeanor and handles challenging situations professionally and with tact Maintain effective relationships with staff, patients and others Show interest and understand the needs, expectations, and circumstances of patients Teamwork | Delegating Work collaboratively with personnel within the program, agencies from the community, patient's families, court personnel, community hospital staff, other county agencies, and hospitals and participate in multidisciplinary meetings Familiarity and ability to coordinate with other physicians providing medical care for the person Delegate assignments to nurses, psychologists, social workers, and other personnel on treatment teams Foster a positive work environment and understands the importance of working in a team setting Oral Communication | Writing Prepare clear and concise medical and mental health records and reports Communicate accurately to maintain a positive attitude and effectively handle stress in dealing with difficult patients, patient's families and law enforcement personnel in a high stress environment MINIMUM QUALIFICATIONS: Please click for the minimum qualifications for Psychiatrist as well as the physical, mental and environmental conditions.
