Job Location and Telework Relocation Authorized: National - Single Telework Type: Full-Time Office/Project Work Location: Brownsville, TX Project Overview Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. The RGLNG project is a natural gas liquefaction and export terminal situated on a 984‑acre site on the banks of the Brownsville ship channel. The first phase includes three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five‑train facility will have a production capacity of 27 million tonnes per annum (MTPA). Job Summary This position will be responsible for supervising and directing CSU activities within the ISBL area with a focus on the Mechanical/Piping function. The role requires coordinating with other disciplines within the CSU organization to complete all required testing from component level through integrated operation with the rest of the facility. The incumbent ensures that the mechanical/piping scope is completed on schedule, within budget, and in compliance with the project safety standards, quality standards, and design/specifications, while performing general functions inherent in all home office and field positions. Major Responsibilities Reviews and evaluates proposed LNG project mechanical and piping design concepts. Reviews and comments on Design documentation such as Basis of Design (BOD), Design Criteria, and Design Philosophy, and all relevant project specifications. Examines mechanical designs and coordinates as needed to meet all other engineering disciplines’ requirements. Provides expert input on Equipment Datasheets, Plan drawings, Supplier documentation, etc. Assesses and verifies the integrity of mechanical systems during Installation, Commissioning, and Startup to maximize reliability and availability by carrying out inspections and construction support as needed. Evaluates the installation of Vendor Packages for compliance and monitors equipment performance during commissioning and startup. Provides ES&H leadership to assigned personnel, including preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings. Ensures compliance with Bechtel and local/national safety codes, requirements and standards, incorporating the Zero Accident Philosophy into commissioning and start‑up activities. Actively participates in safety programs. Receives operational surveillance, administrative supervision and technical guidance from commissioning and startup management. Establishes and maintains contact with client, supplier, regulatory bodies, project management, engineering and field personnel, representing startup on project teams as assigned. Supervises, coordinates, and reviews the work of assigned engineers, scheduling and assigning work to meet completion dates. Performs employee performance reviews and identifies training and development opportunities for staff. Provides technical guidance and at times overall project startup supervision, assigning work to commissioning and startup mechanical engineers, technicians, crafts, and others. Coordinates between project engineering, construction, specialty staff groups, clients, and vendors. Provides inputs to project management, engineering and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of designs for plant operability and safety. Plans, schedules, conducts or coordinates detailed phases of commissioning, startup, operations, or maintenance for a project. Establishes and implements plans, instructions, procedures, and work process improvements to ensure safe, timely, and economical delivery of commissioning and start‑up activities. Additional Responsibilities Prior to site mobilization, produces, reviews, or finalizes documentation such as Scoped Mechanical Systems, Schedule sequence, Commissioning Site Execution Plan (Mechanical). Assists in population of System Completions Database (Mechanical Items). Prepares Inspection and Test Procedures as required. Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with contractors and others to coordinate work sequences with the total project plan. Ensures permanent plant materials are stored in accordance with specifications and project requirements. Responsible for testing of mechanical system(s) as per suppliers and legislative requirements. Prepares and maintains mechanical spares for commissioning and startup. Monitors commissioning and startup spares usage on the site and prepares field material requisitions for permanent plant material to ensure productive commissioning, start‑up and operations activities. Responsible for jobsite operations, including onsite activities of Bechtel, subcontractors, suppliers, clients and their representatives, and others assigned within area of responsibility. Prepares reports and forecasts, including summary of CSU progress and craft personnel forecast. Monitors activities of subcontractors to ensure compliance with specifications and schedules. Willingness to travel as business requirements dictate. Education and Experience Requirements Requires a bachelor’s degree (or international equivalent) and 10–13 years of relevant experience or 14–17 years of relevant work experience. Required Knowledge and Skills Heavy industrial direct hire construction experience in a supervisory role commensurate with the type of work, preferably in a lump‑sum turnkey environment. Extensive technical experience in commissioning, startup, operation, maintenance, and testing of mechanical/piping systems/components of oil and gas processing facilities. Good knowledge and understanding of engineering systems, applications of startup and operations, and prior experience in mechanical commissioning roles. Broad knowledge of industry and regulatory standards relevant to startup, maintenance, operations, or testing. Effective communication skills to motivate team members and present plans clearly; collaborative in a team environment. Good leadership skills and ability to supervise craft for testing, startup, and operations activity. Proficiency in MS Office (Word, Excel, Visio, PowerPoint) and other Bechtel applications such as Aconex and Set Route. Understanding of project workflows from design, estimation, construction administration and coordination, and fabrication. Preferred Qualifications Experience on an LNG construction site, especially along the U.S. Gulf Coast. Experience in the design of LNG facilities. Experience with large refrigeration systems and compressors. Experience with LNG facilities utilizing APCI C3MR technology. Understanding of applicable Bechtel work processes including Standard Work Process Procedures. Familiarity with Bechtel standard applications such as SetRoute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools used on Bechtel projects. Strong supervision experience with ability to lead and manage change. Additional Information Must be willing to work a flexible schedule if required, including night shift or split shift. Field inspections require extensive walking on a construction site, climbing ladders, scaffolding, working on elevated platforms, uneven surfaces, and small or confined spaces. Some lifting may be required. Must be able to walk in and out of the project site. Must use appropriate standard issued Personal Protection Equipment (PPE) for each task (e.g., harness, life vest, lift buckets).
