SUPERVISORY PROGRAM ANALYST

Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the Command Services Department, Naval Oceanographic Offices of NAVOCEANO BAY ST LOUIS. Duties You will oversee the execution of the HCMB ensuring that HCMB meetings are scheduled per the HCMB charter, agenda and minutes are prepared, internal documents that track all position change requests and decisions are adjudicated in a timely manner. You will coordinate with the Comptroller's Office and the Plans, Programs, and Requirements Department to articulate the Command's manpower and human capital requirements and execute an effective Human Capital Management program. You will receive, analyze, develop policy and distributes human capital and human resource information to the workforce, providing training or changing internal processes using CPI as needed. You will coordinate office wide efforts for recurring Shore Manpower Requirements Determination (SMRD) visits. Requirements Conditions of employment Must be a US Citizen. Qualifications GS-15 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in Supervision: provides leadership and supervision in a large, complex, cutting-edge scientific/technical organization. Experience in Human Capital Management: interpreting and applying Federal, DoD, and DoN human resources policies. Experience in Resource Management: provide management oversight for the planning and execution of departmental funds and contracts. Experience in Leadership and Communication: interpret directives, develop broad objectives, effectively interact with personnel at all levels, and communicate persuasively both orally and in writing.
