Ambulatory Safety, Security, and Emergency Management Manager

Job Description Summary Responsible for the operational execution and sustainment of ambulatory Safety (EHS), Security, and Emergency Management programs at the facility and regional level. This role ensures that care team members, patients, and visitors are supported in a safe, secure, and prepared environment through implementation of enterprise standards, real‑time response coordination, regulatory compliance, and continuous improvement of clinic‑level programs. This position serves as the boots‑on‑the‑ground leader, translating enterprise strategy into daily, actionable clinic operations. This role also serves as a key coordinator during clinic incidents, supporting response efforts and acting as a liaison with local first responders. Core Responsibilities Safety (EHS) – Operational Execution This role is responsible for ensuring that safety programs are actively functioning within each clinic, not just documented. The manager serves as the primary resource for identifying risks, guiding corrective actions, and supporting care team members in maintaining a safe work environment. Conduct routine and targeted facility safety rounds and risk assessments, identifying hazards and ensuring timely mitigation Ensure compliance with applicable standards and regulations Track, trend, and resolve safety findings, ensuring closure and proper documentation Support incident investigations including care team injuries, patient‑related safety events, and environmental hazards Provide real‑time coaching to care team members and leaders on safe practices Assist in implementation including but not limited to PPE programs, hazard communication, and exposure response, including OPIM and biohazard incidents Support regulatory inspections and maintain readiness at all times Security – Clinic‑Level Implementation The manager ensures that security expectations are consistently applied across ambulatory settings, recognizing that most clinics operate without dedicated on‑site security personnel. This role focuses on prevention, early intervention, and proper escalation during incidents. Ensure implementation of ambulatory security standards, including panic buttons, access control, and surveillance where applicable Participate in security risk assessments and assist with mitigation planning Respond to and support workplace violence incidents and behavioral events Reinforce escalation expectations: Call 911 or activate panic button Notify leadership Notify Safety and Emergency Management Complete incident reporting (SHIELD) Partner with local law enforcement and system security as needed Support post‑incident reviews and corrective actions Emergency Management – Response and Readiness This role supports clinics in preparing for and responding to emergencies by ensuring teams understand their roles and can act confidently during incidents. The manager plays a key role in both planning and real‑time response, with clear expectations for both during‑hours and after‑hours support. Support development and implementation of clinic‑specific Emergency Operations Plans (EOPs) Lead and facilitate training and exercises, including tabletop exercises, drills, and mental rehearsal training Ensure clinics understand and can execute emergency procedures, downtime processes, and continuity of operations Assist with Hazard Vulnerability Analysis (HVA) activities and implementation of mitigation strategies Emergency Response and Incident Coordination (During and After Hours) This role serves as a primary operational support and coordination point during clinic incidents, both during normal business hours and after‑hours when applicable. Ambulatory sites often operate without dedicated security or overnight resources, requiring structured support and clear escalation pathways. Respond to and support active incidents during operating hours, providing real‑time guidance to clinic leadership and care team members Provide after‑hours support and coordination, including remote guidance or on‑call support as needed for urgent situations impacting clinic operations Serve as a liaison to local first responders, including law enforcement, fire departments, and EMS, ensuring clear communication and coordination during incidents Support clinics in communicating critical information to responders, including: Situation status Facility layout and access points Patient and care team considerations Assist with establishing initial incident command at the clinic level, supporting clinic leadership until transition or integration with responding agencies Reinforce and ensure proper escalation: Call 911 or activate panic button if applicable Notify local leadership Notify Safety and Emergency Management Complete incident reporting Support scene stabilization and transition to recovery, including clinic re‑entry considerations, operational impacts, and initial after‑action coordination Business Continuity – Clinic Support The manager assists clinics in maintaining operations during disruptions and supports recovery efforts following incidents. This includes helping leaders identify risks and plan for continuity before events occur. Assist clinics in identifying critical operations, staffing contingencies, and recovery priorities Support continuity planning and recovery efforts following disruptions Participate in operational decision‑making during incidents impacting clinic operations Data, Reporting, and Program Improvement This role contributes to program strength through accurate data collection, trend analysis, and continuous improvement. The manager helps translate frontline activity into meaningful insights for leadership. Track and report safety findings, workplace violence incidents, security events, and training compliance Identify trends and provide actionable recommendations to leadership Support development of reports for regional and enterprise leadership Education and Culture A key component of this role is building a culture where safety, security, and preparedness are understood as shared responsibilities. Education is practical, consistent, and directly tied to daily operations. Deliver ongoing education to care team members on safety practices, workplace violence prevention, and emergency response Reinforce a culture of shared responsibility for safety and security Support engagement initiatives such as newsletters, training campaigns, and scenario‑based learning Lead Committee meetings Integration and Collaboration This role ensures alignment between clinics and enterprise programs by maintaining strong partnerships and consistent communication across multiple disciplines. Serve as a key partner to clinic managers and regional leadership Coordinate with Facilities, Infection Prevention, Security or Public Safety, and Emergency Management partners Ensure alignment with enterprise standards while adapting to clinic‑specific operational needs Degree of Supervision Reports to the Systems Director of Ambulatory EHS and Emergency Management. This role operates with a high level of independence in day‑to‑day activities, directly supporting clinic managers and care team members while aligning with enterprise expectations. The position requires consistent field presence and engagement across assigned locations. Education and Work Experience Bachelor’s degree in a related field (Emergency Management, Occupational Safety, Criminal Justice, Public Health, or similar). 3 to 5 years of experience in one or more of the following: Environmental Health and Safety Healthcare Safety or Clinical Operations Security Operations or Risk Management Emergency Management or Preparedness Working knowledge of Local, State, Federal rules and regulations, applicable regulatory bodies, and emergency preparedness frameworks is required to effectively support regulatory compliance and real‑world response operations within ambulatory environments.
