Bus Shelter Program ManagerPerforms skilled technical work serving as the program manager for Potomac and Rappahannock Transportation Commission's (PRTC) Bus Shelter Program, overseeing the installation, maintenance, replacement, rehabilitation, and removal of bus shelters, bus stops, passenger amenities, benches, and related infrastructure. Managing project budget and costs, executing and tracking procurements, negotiating with vendors, and managing facility projects. Work is performed under the general direction of the Director of Facilities.To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions.Responsible for managing the Bus Shelter Program Plan consistent with PRTC's current program requirements/policy, ADA requirements, local jurisdiction standards, state regulations, and industry best practices. Maintains up-to-date program procedures, maintains an up-to-date database of bus shelter locations; manages procurements for design services, bus shelter equipment, and construction and installation contractors and provides coordination between all relevant parties as necessary and supplies relevant data to facilitate the completion of planning and engineering activities; coordinates with contractor to repair bus shelters and bus stops as necessary.Coordinates with Planning, Operations, Marketing, local governments, VDOT, property owners, and developers regarding shelter placement, relocation, and improvements. Coordinates procurement activities with the Finance Department and ensures all purchasing documentation is accurate and completed with established timelines and ensures contract renewals are executed on time; assists with grant funding project reporting. Coordinates engineering consultants, construction contractors, permitting agencies, and local jurisdictions to ensure projects are completed on schedule, within budget, and in compliance with applicable standards.Maintains the official inventory and database of all bus shelters and benches and conducts at least annual field verification and asset condition assessments.Develops scopes of work, technical specifications, independent cost estimates, and procurement documents for professional services, construction, maintenance, equipment purchases, and related contracts. Develops cost estimates and financial forecasts supporting annual budget development and long-range capital planningAssists in developing and maintaining a Six (6)-Year Facility State of Good Repair Plan, to include providing cost estimates for budgeting purposes.Performs other related duties as assigned.Combination of education and experience equivalent to a bachelor's degree in business, public administration, construction management or related field.Valid driver's license in the Commonwealth of Virginia. Completion of Occupational Safety and Health Administration's (OSHA) 10-hour general industry course within six months of hire.Project Management Professional (PMP) certification or similar credential, preferred.Experience with asset management software and GIS applications, preferred.Thorough knowledge with managing multiple projects simultaneously; thorough knowledge of research methodology.Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in budget planning, skill in analytical, quantitative, problem-solving, organization, and time-management.Ability to work with minimal guidance; ability to manage scope of work, schedule, and budget; ability to communicate effectively in oral and written form; ability to write clear, concise reports, presentations, and other documentations; ability to use a variety of computer programs; ability to work cooperatively in a team environment; ability to research solutions and apply to current problems on at hand; ability to present options for solutions; ability to negotiate agreements/contracts; ability to develop and manage project procurements, and cost estimates; ability to establish and maintain effective working relationships with associates, contractors, elected officials, executive management, legal representatives, other departments, outside agencies, team members, vendors, and the general public.This work is performed in both office and field environments. Field work includes inspections of bus shelters, bus stops, construction sites, maintenance activities, and transportation facilities under varying weather conditions. The position requires occasional walking over uneven terrain, climbing, bending, lifting up to 25 pounds, and operating a PRTC motor vehicle throughout the PRTC service area. Standing office work includes prolonged sitting, computer use, preparing reports, and attending meetings. Occasional exposure to traffic, construction activities, moving equipment, outdoor weather, and other environmental conditions associated with public infrastructure projects may occur. Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data.
