Transportation Engineer

Transportation Engineer

Under general direction, performs professional engineering work involving the planning, design, operation, and management of municipal transportation infrastructure and civil development. Responsibilities include traffic engineering, roadway design, transportation planning, pedestrian and bicycle facilities, capital improvement projects, traffic safety, development review, and coordination with state and regional transportation agencies. The position ensures compliance with applicable engineering standards, federal and state regulations, and City policies while promoting a safe and efficient transportation system.

Major duties include:

  • Develop short- and long-range transportation plans.
  • Evaluate current and future transportation needs based on growth projections.
  • Assist in preparing and updating transportation elements of the City's Comprehensive Plan.
  • Coordinate with regional planning organizations and the Georgia Department of Transportation (GDOT).
  • Analyze traffic operations and congestion.
  • Conduct traffic impact studies and traffic signal warrant analyses.
  • Review requests for speed limits, stop signs, school zones, and traffic calming.
  • Recommend improvements to intersections and roadway operations.
  • Coordinate signal timing improvements.
  • Prepare or review roadway, intersection, sidewalk, bicycle lane, and drainage designs.
  • Review engineering plans submitted by consultants and developers.
  • Ensure projects comply with MUTCD, AASHTO, GDOT, ADA, and City standards.
  • Review construction plans and specifications.
  • Manage transportation-related capital improvement projects from planning through construction.
  • Prepare cost estimates and project budgets.
  • Coordinate consultants, contractors, utilities, and internal departments.
  • Monitor schedules, project budgets, and quality control.
  • Review subdivision and commercial development plans for transportation impacts.
  • Evaluate traffic studies submitted by developers.
  • Recommend roadway improvements, turn lanes, sidewalks, and signal modifications.
  • Coordinate with Planning and Community Development staff.
  • Investigate traffic safety concerns and crash trends.
  • Recommend corrective measures to improve roadway safety.
  • Ensure compliance with ADA accessibility requirements.
  • Assist with grant applications and transportation funding opportunities.
  • Respond to citizen inquiries regarding traffic, roadway safety, and transportation concerns.
  • Present engineering recommendations to City Council, Planning Commission, committees, and neighborhood groups.
  • Prepare technical reports and staff recommendations.
  • Prepare engineering reports, studies, and correspondence.
  • Maintain transportation databases and records.
  • Assist in developing departmental budgets.
  • Provide technical guidance to City Sign Shop.
  • Supervise consultants or technical staff as assigned.

Knowledge, skills, and abilities required by the position include:

  • Knowledge of Civil and transportation engineering principles
  • Knowledge of Traffic engineering and roadway design
  • Knowledge of Transportation planning
  • Knowledge of MUTCD, AASHTO, ADA, and GDOT standards
  • Knowledge of Stormwater considerations related to roadway design
  • Knowledge of Construction management
  • Knowledge of Project management principles
  • Knowledge of Engineering mathematics
  • Knowledge of Municipal government operations
  • Training in GDOT Local Administered Projects (LAP) Course, Plan Development Process (PDP) Course, Right of Way Acquisition for Local Public Agencies Course, Title VI Compliance Course, and Procurement Compliance Course
  • Skill in Engineering analysis
  • Skill in Traffic modeling software
  • Skill in AutoCAD Civil 3D or similar CAD software
  • Skill in GIS applications
  • Skill in Microsoft Office Suite
  • Skill in Technical writing
  • Skill in Public presentations
  • Skill in Budget preparation
  • Ability to Interpret engineering plans and specifications.
  • Ability to manage City's resurfacing program and provide costs and quantities for materials and labor.
  • Ability to manage state and federally funded projects.
  • Ability to Manage multiple projects simultaneously.
  • Ability to Analyze technical data and develop practical solutions.
  • Ability to Communicate effectively with elected officials, consultants, contractors, and the public.
  • Ability to Work independently and as part of a multidisciplinary team.
  • Ability to Prepare accurate technical reports.
  • Ability to Establish and maintain effective working relationships.

Minimum qualifications include:

  • Bachelor's degree in Civil Engineering, Transportation Engineering, or closely related engineering field.
  • Five (5) years of progressively responsible engineering experience in transportation, traffic engineering, roadway design, or municipal engineering.
  • Municipal Government experience is preferred

Required qualifications include:

  • Valid Georgia Driver's License (or ability to obtain within required timeframe)
  • Professional Engineer (P.E.) license in Georgia, or ability to obtain Georgia licensure through reciprocity within six months

Preferred qualifications, licenses, and certifications include:

  • Professional Traffic Operations Engineer (PTOE)
  • Certified Floodplain Manager (CFM)
  • Project Management Professional (PMP)
  • Experience with municipal transportation systems.
  • Knowledge of GDOT Local Maintenance & Improvement Grant (LMIG) and federal transportation funding programs.
  • Experience managing federally funded transportation projects.
  • Familiarity with Complete Streets, Vision Zero, multimodal transportation planning, and traffic simulation software.
  • Experience using Synchro, HCS, MicroStation, ArcGIS, or AutoCAD Civil 3D

The Transportation Engineer works under the general direction of the Public Works Director. The employee exercises considerable independent judgment and discretion in planning, organizing, directing, and administering the City's transportation program.

The work is performed in the office and field work.

Occasional exposure to construction sites, traffic, inclement weather and uneven terrain. May require attendance at evening meetings or emergency response activities during storm events.

Supervisory responsibilities may be assigned progressively based on qualifications, experience, and organizational needs. The City of Cartersville is an Equal Opportunity/Affirmative Action employer.
