Position Summary:

Reporting to the Manager, Accounting & Payroll this position is responsible for overseeing accounting staff and processes (accounts receivable, accounts payable, etc.); approving various accounting requests and reconciliations; maintaining the integrity of accounting information and preparing various year-end working papers and analysis in support of the annual audited Financial Statements and Financial Information Return (FIR).

Major Job Responsibilities:

• Reviews and approves accounting transactions (i.e. supplier invoice requests, customer billings, journal entries)
• Reviews and approves Customer billings, refunds of write-offs
• Responsible for approval of outgoing funds, including Accounts Payable cheques, Electronic Funds Transfers, Wire Transfers and bank drafts
• Reviews and provides feedback regarding physical inventory count results, provide suggestions on analytical methodology and resolving issues
• Reviews and approves monthly HST reporting, liaise with CRA to resolve issues and answer inquiries
• Oversees reconciliations including those of the Town bank accounts
• Provides direction and guidance to Town staff relating to donations and income tax receipting for cash and in-kind donations to ensure compliance with Income Tax Act and CRA guidelines
• Sales Tax (HST) HST treatment of various transactions to ensure compliance with HST legislation, calculate a self-assessment of HST relating to TCA transactions (i.e. acquisitions, disposals and land swaps) and out of province and country purchases
• Public Sector Accounting Standards, enacting procedural changes in response to revisions in PSAB
• Manages month-end process, coordinating closing of various accounting subledgers
• Supports Financial Reporting including annual compilation of the annual Financial Report and FIR
• Provides direction, reviews and approves monthly and annual reconciliations and analysis prepared by others
• Prepares audit working papers in compliance with Public Sector Accounting Board (PSAB) standards
• Manages audit requests, liaising between the Town's auditor and Town staff, providing support to others as needed
• Prepares annual Library charity return in compliance with federal guidelines
• Oversees financial compliance with the Reciprocal Agreement
• Prepares financial analysis and reporting in compliance with the Reciprocal Agreement for shared use of spaces between the Town and local Schoolboards
• Reviews work completed by Community Services staff and coordinates the resulting accounting entries
• Using input from others, calculates Town's subsidy, allocation of costs between the two schoolboards for any intermural use of space
• Works with Community Services management team to resolve any discrepancies between Town and the boards, to reach a settlement
• Prepares financial analysis for Milton Community Fund application submissions
• Provides an opinion on the financial viability of each organization applying for funding and makes funding recommendations for the consideration of the Community Services Advisory Committee (CSAC)
• Supports departments with financial research, data collection, variance and account analysis, and reconciliations as required
• Researches changes in legislation and policy (accounting standards, sales taxes, etc.) to determine implications on Town's procedures
• Management of direct reports by assigning work, setting schedules, and identifying appropriate individual goals aligned with individual capabilities, work requirements and the Town's vision and strategic plans
• Recruit, select, supervise, motivate, and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning, and encouraging innovation in others
• Recommend changes to procedures and the creation of new procedures regarding program specific requirements
• Assisting in the preparation and monitoring of budgets for the team and related programs

Education & Experience:

Minimum Qualifications:

• Post secondary degree in Business, Finance and/or Accounting
• Five (5) years of progressive experience in accounting
• One (1) year of experience at supervisory level
• Professional accounting designation (CPA)
• Knowledge of Public Sector Account Board (PSAB) standards
• Understanding of industry-specific legislative financial reporting requirements, such as the Financial Information Return (FIR) and annual Financial Statements
• Experience in cost accounting, strong financial accounting and analytical skills
• Proficient in Windows based software including Microsoft Office applications with advanced proficiency in Microsoft Excel
• Strong interpersonal communication, customer service and supervisory skills

Preferred Qualifications:

• Five (5) years of progressive accounting experience in municipal environment
• Knowledge of Enterprise Resource Planning and financial software (such as FMW, CaseWare, Workday, XPlor etc.)
• Familiarity with Provincial legislation as it pertains to Municipalities.
