Quality Improvement Analyst II

Quality Improvement Analyst II-The Quality Improvement Analyst II is responsible for performing comprehensive data analysis and visualization to support health care quality improvement initiatives using tools such as Tableau, SQL, SNOWFLAKE, and Databricks. This role involves synthesizing and analyzing health care quality metrics, developing dashboards, and providing data-driven insights to inform strategic decisions. The analyst will collaborate with internal and external stakeholders, serve as a subject matter expert on clinical quality measures, and ensure compliance with analytic components regulatory deliverables.Priority given to candidates local to Portland Metro.Estimated Hiring Range:$92,070.00 - $112,530.00Bonus Target:Bonus - SIP Target, 5% AnnualCurrent CareOregon Employees: Please use the internal Workday site to submit an application for this job.-Essential ResponsibilitiesData AnalysisPerform ongoing synthesis and analysis of health care quality metric performance and other key performance indicators.Conduct intermediate to advanced analysis of key health-related metrics and program data to identify trends, forecast performance, and calculate performance targets.Develop dashboards and visual assessments of health care quality metric performance and key performance indicators using claims, administrative, and/or program data.Use analytic technical skills to assess the effect of key program and policy decisions to meet strategic quality improvement goals.Provide data and analysis to leaders to inform strategic recommendations on health care quality.Present data in an effective and understandable way and assist others in understanding how data can inform improvement.Provide guidance or expertise to other analysts within I&E.Projects and CollaborationProvide data and serve as metric experts on projects.Effectively communicate complex analyses and data to non-technical audiences, including presenting at internal and external workgroups and committees.Participate in scoping and timeline development of data analytic work.Collaborate with internal and external stakeholders as it relates to health care data and clinical quality metrics.Represent the I&E team in cross-departmental/cross-regional workgroups.Analytic Assistance and Regulatory ComplianceServe as subject matter expert (SME) on technical specifications of clinical quality measures; may serve as a resource on key data sets.Provide technical and analytic support on the development and distribution of data to internal and external stakeholders.Identify professional development opportunities around quality improvement, data, data analysis, and data translation.Develop, assess, and implement new metric monitoring and reporting systems.Create process documentation for data and metric analytics.Provide analytic components of regulatory deliverables and ensure timely submission.Serve as quality improvement analytics contact to OHA or CMS for regulatory meetings/deliverables.Organizational ResponsibilitiesPerform work in alignment with the organization’s mission, vision and values.Support the organization’s commitment to equity, diversity and inclusion by fostering a culture of open mindedness, cultural awareness, compassion and respect for all individuals.Strive to meet annual business goals in support of the organization’s strategic goals.Adhere to the organization’s policies, procedures and other relevant compliance needs.Perform other duties as needed.Experience and/or EducationRequiredMinimum 4 years’ experience with data analytics and data visualization (coding and dashboard creation) with a strong focus on quality improvement or regulatory reporting, including minimum 2 years’ experience in a health-related fieldORBachelor’s degree in science, technology, engineering, math, public administration, or health-related field with minimum 3 years’ experience in data analytics and data visualization (coding and dashboard creation) with a strong focus on quality improvement or regulatory reporting, including minimum 1 year experience in a health-related fieldORMaster’s degree in science, technology, engineering, math, public administration, or health-related field with minimum 2 years’ experience in data analytics and data visualization (coding and dashboard creation) with a strong focus on quality improvement or regulatory reporting, including minimum 1 year experience in a health-related fieldPreferredExperience with SQL, Tableau, Snowflake, and/or DatabricksKnowledge, Skills and Abilities RequiredKnowledgeStrong understanding of data quality, data analytics, and data visualization principlesKnowledge of healthcare quality metrics (e.g. CCO incentive measures, Medicare Stars measures, HEDIS or other measure sets)Knowledge of population health, quality of care concepts and methodologies, as well as concepts of community health and social determinants of healthKnowledge of health equity, inclusion and diversity frameworks and how to apply them to data analyticsSkills and AbilitiesStrong understanding of dashboard building for data storytelling and visualizationStrong understanding and experience working with large relational databases and platformsAdvanced proficiency with Microsoft Suite including Outlook, Word, Teams, SharePoint, Excel, and PowerPointCritical thinker with ability to gather and analyze data, assess effectiveness of healthcare systems and work with system partners to develop, implement and evaluate quality improvement strategiesStrong interpersonal skills in support of inter/intra departmental collaboration and a shared learning environment.Excellent communications skills to include verbal, written, presentations, and meeting facilitation, specifically including the ability to present statistical and technical data in a clear and understandable manner utilizing appropriate visualizationsAbility to interface with and assist external stakeholders (providers, OHA staff, etc.)Strong ability to organize, prioritize, and effectively plan tasks across multiple projects simultaneouslyAble to work in a fast-paced environmentPossess a high degree of initiative and motivation along with the ability to effectively collaborate and plan with coworkers and othersMust be able to function under potentially tight timelinesAbility to accept direction and feedback with a growth mindsetAbility to work effectively with diverse individuals and groupsAbility to learn, focus, understand, and evaluate information and determine appropriate actionsAbility to see, read, and perform repetitive finger and wrist movement for at least 6 hours/dayAbility to hear and speak clearly for at least 3-6 hours/dayWorking ConditionsWork Environment(s): Indoor/Office Community Facilities/Security Outdoor ExposureMember/Patient Facing: No Telephonic In PersonHazards: May include, but not limited to, physical and ergonomic hazards.Equipment: General office equipmentTravel: May include occasional required or optional travel outside of the workplace;
