Supervisory Government Information Specialist.

Duties Assists the Executive Director and Associate Deputy Director of OMS with the management and technical expertise in providing executive reviews and analysis, facilitating actions between internal and external customers and stakeholders to ensure the Privacy Act Automation Program is compliant and in alignment with federal regulations, guidelines, standard operating procedures, and advising senior level management on key and significant issues that may impact the timely outcome through the use of cost, time and scope of the project. Responsible for leading and overseeing complex projects for compliance and timely completion with all applicable VBA Central Office policies and procedures covering Freedom of Information (FOIA), Privacy Act, access of veterans and their families, employees, contractors, Computer Matching and Privacy Protection Act, Federal Information Security Modernization Act (FISMA) 2014, VA, and OMB guidance and other areas of administrative information. Oversees the Contracting Officer's Representative (COR) for major acquisition activities related to Privacy Act Automation. Directs and ensures collaboration with VBA senior management and legal counsel to establish and maintain an organization wide FOIA/Privacy Program. Ensures the performance of initial and periodic privacy risk assessments and related ongoing compliance monitoring activities in coordination with VA FOIA services, VA Privacy Services, Privacy and Records Assessment Division (PRAD), OIG, and all other VBA components. Advises management and colleagues on the most difficult problems, conducts special studies, and proposes options and alternatives representing the organization. Provides policy recommendations. Promotes identification of potential improvement opportunities and advised management of these opportunities. Assists management officials (site directors, deputy directors, vendors, customers, stakeholders, Subject Matter Experts (SME's) and others in defining project scope, priority, and project staffing, with an emphasis on projects that cut across organizational/activity lines and deal with complex issues. Optimizes scarce resources, meets customer requirements, reduces rework, improves operational capacity, and increases quality. Develops strategies and plans for the adoption and replication of best practices and ideas. Provides leadership and technical support in project lifecycle management. Provides expert advice and assistance to OMS Executive Leadership and top senior level management officials, legal counsel, Office of Inspector General (OIG). Provides management of other related organizations and support activities involve in ensuring the effective training of personnel. Provides oversight of Privacy Act Automation Program management, contractual support, budget for General Operating Expenses (GOE) purchases, expert point of contact in responding to Congress, the public, the media, other agencies, and employees and officials of the Department who are seeking information about interpretation, policy process and procedure and/or technical assistance concerning access and privacy laws administered by the VA. Provides world class customer experience and ensures all customer's issues and requests are properly addressed and forwarded to the appropriate contact for resolution. Cognizant in providing quality customer service through effective verbal and non-verbal communications and ensuring issues that arise have been properly notified and completed. Set priorities, plans and assigns work, keeps employees informed of new policies, interviews candidates for vacant positions and make hiring recommendations, makes recommendation for promoting non-supervisory staff when appropriate, makes decisions on problems presented by subordinates, evaluates performance, resolves grievances, refers group grievances, and unresolved complaints to higher level officials, initiates minor disciplinary actions such as warnings or admonishments, recommends action in more serious cases, and prepares and monitors progress on employee individual development plans. TIME-IN-GRADE REQUIREMENT
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.MINIMUM QUALIFICATION REQUIREMENT
You may qualify based on your experience as described below: GS-15 Grade Level Specialized Experience: 1 year equivalent to at least next lower grade level Comprehensive knowledge of FOIA/Privacy Act for full privacy automation management and ability to lead privacy act automation activities as expert for point of contact for automation concerns. Expert knowledge of policies and contingency operations to conceptualize, develop and/or modify program policies, procedures, and methods to effectuate decision-making processes concerning FOIA and Privacy Act requirements. Experience and exceptional ability in supervision and leadership to coordinate and integrate several very important and complex program segments or programs of professional, scientific, technical, managerial, or administrative work comparable to the GS-14 or higher level. Experience managing program evaluations, development of reports on program status and management of data systems for the program, and the provision of information and advice to field activities. Experience in planning and managing multi-year financial budgets and reporting requirements. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
