Construction Project Manager With General ROC License

Job Overview We're seeking a detail-oriented Construction Project Manager to lead commercial construction projects from preconstruction through closeout, and to put a defensible number on the work before a shovel moves. This is a hands‑on role for someone who owns scope, schedule, budget, quality, and safety across multiple concurrent projects, and who can tell us what a job *should* cost in labor before the bids come in. Strong estimating ability is core to this role, not a nice-to-have. There is a path for the right person to serve as qualifying party for an in‑house Arizona general contracting entity. We strongly prefer candidates who hold, or are qualified to hold, an Arizona ROC General Commercial Contractor license (B‑1) or Dual Building Contractor license (KB‑1). You would serve as, or help stand up, the qualifying party for this capability. Responsibilities Lead planning, execution, and closeout of commercial construction projects, holding budget, schedule, scope, quality, and safety. Build and defend labor estimates: quantity takeoffs from drawings and specs, and man‑hour estimates across all trades (sitework/civil, concrete, structural steel, plumbing, electrical, HVAC/mechanical, fire protection, and finishes) using productivity rates, crew composition, and historical unit data. Convert estimates into resource‑loaded schedules and a schedule of values; track actual labor against estimate and explain every variance. Identify, evaluate, and award subcontracts to specialized trade partners based on qualifications and cost; review bids for scope gaps, double‑counting, and unrealistic durations before award. Create detailed master schedules that sequence work logically and eliminate trade overlap and lag time. Run weekly coordination meetings to resolve conflicts, monitor progress, and hold subcontractors to the schedule. Inspect subcontractor work regularly to verify conformance with design specifications, building codes, and safety protocols. Administer contracts: process invoices, manage change orders, and verify all trade partners carry proper insurance and safety training (OSHA 10/30). Review blueprints, schematics, and technical drawings for accurate interpretation and field implementation. Maintain project documentation: daily reports, safety logs, RFIs, submittals, and progress updates. Coordinate procurement and subcontractor relationships to keep materials and services on schedule. Skills & Qualifications Proven commercial construction PM experience delivering projects on time and on budget; healthcare or freestanding-ER experience a plus. Demonstrated estimating ability: you can build a man‑hour estimate for any trade and stand behind it. This is not optional. Fluent blueprint and specification reading; strong schematics interpretation. Command of construction management and scheduling software, including Contractor Foreman, Monday.com, and Bluebeam. Sharp communication across owners, general contractors, subcontractors, vendors, and inspectors/AHJs. Effective under tight deadlines with the ability to prioritize across multiple active sites. Working knowledge of jobsite safety protocols and code compliance. Preferred: OSHA 30 certification. Preferred: active or qualifying‑party‑eligible Arizona ROC B‑1 (General Commercial) or KB‑1 (Dual Building) license, with 4+ years of documented commercial building experience.
